Job Summary
Democracy International is seeking to hire a Procurement Manager for the Civil Society Activity in Tunisia. This position is open to Tunisian nationals. The Procurement Manager will be responsible for leading the day-to-day operations and systems coordination related to the procurement of various supplies and services in support of the program. And Contribute to the creation and implementation of best practice procurement vision, strategy, policies, processes, and procedures to aid and improve operational performance.
The Civil Society Activity aims to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and build the legitimacy and sustainability of the civil society sector.
Responsibilities
- Manages the procurement processes for the country office, including the Tunis HQ and regional offices.
- Oversees the procurement process, including purchase requests, vendor selection, purchasing, and receiving, to ensure compliance with DI’s policies and USAID rules and regulations.
- Provides technical support and trains staff on procurement policies and procedures.
- Works with technical teams to develop project-specific procurement annual plans and updates the plan regularly.
- Works with vendors to negotiate and obtain best pricing and payment terms.
- Develops and implements procurement plans and budgets to maximize compliance with project needs within budget constraints.
- Provides financial reporting and reconciliation of inventories.
- Develops, issues, and tracks all Requests for Quotations, Applications, and Proposals in collaboration with the Operations and Program Directors.
- Manages and assigns Purchase Requisitions (PRs)/ Purchase Orders (Pos) with vendors to meet delivery deadlines of goods and services.
- Reviews, maintains, and communicates updated procurement trackers.
- Reviews procurement actions to ensure compliance with processes and supporting documentation requirements.
- Reviews and approves Requests for Payments (RFP) for all procurement actions.
- Acts as liaison with the finance department to assure POs are paid on time and accurately.
- Coordinates deliveries of goods and services with program staff.
- Performs other duties as assigned.
Required Qualifications, Skills, & Experience
- Bachelor’s degree (or international equivalent) in Business Administration, Business Management, Finance, or Logistics required.
- Minimum of 5 years in procurement and logistics management for large scale operations or projects required, 6-10 years preferred.
- Comprehensive knowledge of national procurement standards and practices required, knowledge of USAID regulations and procurement processes, or experience working on procurement for international donors or government projects, highly desirable.
- Ability to influence, motivate and negotiate to ensure compliance and project objectives and goals are met.
- Strong organizational skills and knowledge of Microsoft Office, particularly Excel, required.
- Working/intermediate knowledge of English preferred, Arabic fluency required.
Reporting Requirements
The Procurement Manager will report to the Operations Director.
Direct Reports may include the Procurement Officer, Driver(s), and Cleaner.
