Manages day to day operations and systems coordination related to the procurement of various supplies and services in support of company programs and projects located domestically.
Accountabilities:
- Manages the procurement processes for the country office.
- Works with technical teams to develop projects specific procurement annual plans and updates the plan regularly.
- Works with vendors to negotiate and obtain best pricing and payment terms
- Develops and implements procurement plans, budgets, to maximize compliance with project needs within budget constraints. Provides financial reporting and reconciliation of inventories.
- Manages and assigns purchase requisitions (PR) to meet delivery deadlines of goods and services.
- Reviews, maintains and communicates updated procurement trackers.
- Reviews procurement actions to ensure compliance with processes and supporting documentation requirements.
- Reviews and approves Requests for Payments (RFP) for all procurement actions.
- Acts as liaison with finance department to assure purchase orders are paid as due and accounts are maintained currently.
- Coordinates deliveries of goods and services with program staff.
- Provides technical support and trains staff on procurement policies and procedures to ensure compliance with government regulations and FHI 360 policies and procedures and documentation requirements pertaining to procurement actions.
- Analyze the performance of the procurement team against procurement plans and performance objectives.
- Maintains project SMT updated on all procurement actions and payment to vendors.
- Performs other duties as assigned.
Critères d'éligibilité
- Bachelor's Degree or its International Equivalent , Business Administration or Related Field. (Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job)
- Typically requires 5-8 years of procurement and logistics management experience.
- Articulate, professional and able to communicate in a clear, positive manner with clients and Must be able to read, write and speak fluent English.
- Prior management experience required.
- Prior work in a non-governmental organization (NGO) preferred
- Comprehensive knowledge of procurement standards and practices.
- Excellent oral and written communication skills in English, French and Arabic.
- Strong critical thinking and problem-solving skills.
- Ability to influence, motivate and negotiate to ensure compliance and project objectives and goals are met.
