Job Summary :The Procurement Coordinator at Leaders International, based full-time in Tunisia, will be responsible for evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are both cost-efficient and high-quality. This role includes maintaining positive supplier relations, evaluating supply options, approving purchases, and keeping accurate records. Additionally, the Procurement Coordinator will provide comprehensive administrative and technical support throughout the grants process, ensuring efficiency, compliance, and effective resource management. This position is crucial for facilitating the smooth operation of grant-related activities from inception through completion, including documentation, assessment, tracking, and reporting.
Job Task and Responsibilities :• Develop, update, and monitor the project’s procurement plan. • Ensure that procurement is carried out in accordance with the provisions of Leaders International procurement guidelines. • Draft pre-qualification documents for works, goods, and services. • Establish and maintain filing and documentation system for the procurement documents related to the project. • Be directly responsible for all procurement reviews, post and prior. • Ensure full support documentation for all transactions and in compliance with Leaders International and donor’s policies and procedures. • Conduct filed visits related to the programs, when necessary
For the Subgrant component: • Manage the end-to-end grant administration process, including receipt, assessment, and tracking of grant applications. • Ensure all grant inquiries and submissions adhere to specified requirements, maintaining high standards of documentation and record-keeping. • Provide targeted technical assistance to subgrantees regarding agreement terms, follow-up with service providers, documentation requirements, and compliance issues. • Act as a primary point of contact for subgrantees, offering guidance and support to resolve any issues arising during the grant lifecycle. • Oversee the formulation and implementation of terms and conditions for grant award letters and agreements, ensuring they meet organizational and regulatory standards. • Generate and compile data and reports as requested by the finance team or other departments, ensuring accuracy and relevance. • Work closely with Implementation and Administrative teams to coordinate and maintain grant cycle calendars, ensuring seamless operations and timely execution of grant activities. • Track and reconcile budget allocations and expenses for subgrants, ensuring adherence to financial guidelines and reporting requirements.
Qualifications, Knowledge and Experience: • Bachelor’s degree in Business Administration, Finance, or a related field. • At least 5 years of experience in procurement and grants management, focusing on subgrants in international entities, preferably with USAID, GIZ, and EU projects. • Strong understanding of grant funding policies and procedures, and the ability to navigate and interpret grant agreements. • Exceptional organizational and administrative skills, with a proven track record of managing complex processes and documentation. •
Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
