Project Background:
The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances. The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.
Purpose:
The Procurement/Grants Assistant will work under the guidance of the Procurement/Grants Manager to provide administrative support for FAST’s procurement of goods and services as well as provide support during the entire activity life-cycle to include: review of activity budgets during program design; financial monitoring and financial reports review for cost reimbursable grants instruments; and financial reconciliation during activity close-down.
Responsibilities and Key Tasks:
- Assist in drafting bidding documents, evaluation reports and contract award submissions, ensuring consistency in format and content.
- Process invoices for goods and services delivered ensuring accuracy and completeness or documentation and timely payment. Follow up to completion and inform clients
- Actively work with clients to provide and exchange information on a variety of issues in procurement processes and transactions, to deliver correct and timely services.
- Ensure proper maintenance and safe and secure storage of all office equipment and property
- Prepare accurate inventory lists and adequate property records for the office as well as for projects
- Carefully monitor the movement of equipment; implementation of an equipment management and accounting system for all equipment and properties managed by the office, in accordance with DAI equipment policy
- Provide assistance related to FAST staff travel, ensuring the appropriate processes and procedures are followed.
- Assist in maintaining FAST grant records and prepare all modifications to resolve various application issues of all grant funds
- Conduct cost analysis of grant budgets during program design phase of grant development. Examine budget estimates to ensure costs are reasonable, allocable and allowable and comply with donor regulations.
- Assist the Procurement/Grants Manager to monitor activity expenditures by updating activity budget trackers.
Preferred Qualifications:

- At least 3 years of professional experience required. Experience in procurement, grants management, business, finance, or related field preferred.
- Bachelor’s degree (or equivalent) in related field of study.
- Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
- Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
- Experience and familiarity with DAI systems and procedures preferred.
- Oral and written fluency in English. French and Arabic experience preferred.
