Procurement/Admin Officer

The Procurement/Admin Officer is responsible for the day-to-day procurement, administration and logistics support for SPARK’s FEMFOCUS programme in Tunisia. The role ensures that procurement and administrative processes are carried out on time, properly documented and in line with SPARK procedures and applicable donor requirements.

The position is based in Tunis and reports to the Regional Operations & Admin Manager. The Procurement/Admin Officer works closely with programme, finance and other support staff and with suppliers and service providers.

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

Procurement and Administration

  • Carry out day-to-day procurement processes in line with SPARK procedures, programme requirements and applicable donor rules;
  • Support colleagues to prepare purchase requests, specifications and other information needed to start procurement processes;
  • Request and collect quotations, prepare comparison and procurement documentation, and support tender processes according to applicable thresholds;
  • Communicate with suppliers and service providers on quotations, clarifications, delivery arrangements and required documentation;
  • Prepare purchase orders, service agreements and other procurement documents for review and approval by the appropriate responsible staff;
  • Follow up delivery of goods and services and ensure receipt, acceptance and supporting documents are complete.
  • Maintain complete and organised procurement files, including requests, approvals, quotations, evaluations, contracts or purchase orders, delivery documents and other supporting records;
  • Ensure procurement processes and documentation comply with SPARK procedures and applicable donor requirements, and raise significant issues to the Regional Operations & Admin Manager;
  • Prepare and submit complete procurement documentation to Finance for payment verification and processing;

Administration, Office and Assets

  • Support the day-to-day administration of the SPARK office in Tunisia and follow up office services and operational needs;
  • Support the administration and follow-up of office contracts and service providers, including rent, utilities, internet, maintenance, insurance and other regular services;
  • Maintain accurate asset and inventory records and support tagging, handover, physical checks and disposal processes in line with SPARK procedures;
  • Maintain organised administrative records and filing systems and ensure documents are complete and accessible;
  • Follow up practical office maintenance and service issues and coordinate with relevant suppliers or service providers;
  • Support the Regional Operations & Admin Manager with information and documentation needed for operational planning and follow-up.

Travel, Events and Logistics

  • Arrange staff and programme travel logistics, including accommodation, local transport and other practical arrangements as requested;
  • Support the logistical organisation of programme events, workshops, trainings and meetings, including venues, materials, equipment and service providers;
  • Coordinate practical logistics with the Driver/Logistics support function and other relevant colleagues;
  • Ensure travel and event-related procurement and administrative documentation is complete and properly filed;
  • Support other practical logistics and administrative tasks required for programme implementation.

Coordination and Support

  • Coordinate closely with the Regional Operations & Admin Manager on procurement priorities, office needs and operational issues;
  • Coordinate with Finance on payment documentation while maintaining the separation between procurement and financial approval functions;
  • Support programme colleagues with practical procurement, administration and logistics needs in line with established procedures;
  • Monitor supplier and service-provider follow-up and raise recurring performance or delivery issues to the Regional Operations & Admin Manager;
  • Use agreed templates, filing systems and procedures consistently.

Requirements and Skills

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain, Logistics, Management or another relevant field;
  • Minimum 4 years of relevant professional experience in procurement, administration, logistics or office operations;
  • Practical experience carrying out procurement processes, including quotations, supplier communication, procurement documentation and purchase orders or service contracts;
  • Experience with office administration, logistics, travel arrangements, assets and/or event support;
  • Experience maintaining complete procurement and administrative files and working with approval and documentation requirements;
  • Experience working with an NGO, international organisation or donor-funded programme is an asset;
  • Good understanding of transparent and competitive procurement practices and basic compliance requirements;
  • Strong organisational skills and ability to manage several requests, suppliers and deadlines at the same time;
  • Good attention to detail and ability to maintain accurate records and documentation;
  • Good communication and interpersonal skills and ability to work with suppliers, service providers and colleagues;
  • Good computer skills, including Microsoft Office;
  • Professional proficiency in Arabic and French is required;
  • Professional working proficiency in English is required;
  • High standards of integrity, confidentiality and responsible handling of procurement and administrative information;
  • Ability to work independently on assigned tasks while coordinating closely with the Regional Operations & Admin Manager and wider programme team;
