Role purpose:

To manage estates, security and  health and safety, and oversee the IT function. The role will ensure that British Council corporate standards and relevant polices/ procedures are met.

To ensure that the business support team is efficiently and effectively deployed to support operations in achieving business objectives in these areas, and that these areas are fully compliant.

The role will ensure that team performance adds value to the delivery of objectives and to ensure that all risks, particularly business continuity are identified, monitored, managed and controlled.

To support new initiatives and organisational change by providing appropriate advice, support, training and leadership to all operational teams.

Geopolitical/SBU/Function overview:

The British Council has been in Tunisia since 1996.  We are building on the British Council’s respected and trusted brand by expanding existing programmes and exams service, developing new opportunities with key stakeholders across the public, private and NGO sectors in our Arts, Education, Engish and Society portfolios.  We employ over 80 staff including teachers and colleagues from the regional and Libya teams who are located in the Tunis office.

Main opportunities/challenges for this role:

  • The Estates and premises maintenance aspect of this role may be outsourced to provide greater focus. In this case, the Premises and Security Manager will continue to manage the Estates relationship to ensure standards are met.
  • This role will require adaptability and durability to change, and will often have to support senior leaders in driving change.
  • The role will provide limited, regular, support and advice regarding security matters to colleagues and Country Director at British Council Algeria.

Main Accountabilities:

Security

  • Manage security stakeholder relationships with outsourced security company, local authorities, British Embassy, Regional Security manager
  • Ensure security equipment and lifeline devices are accounted for and in good working order
  • Ensure all incidents are logged, investigated and reported appropriately
  • Develop and deliver appropriate safety and security training
  • Oversee and develop Security team as required
  • Develop and support Security capacity in Algeria as required, with up to 3 support visits per year.

Health and Safety

  • Manage H&S policy ensuring it is applied
  • Ensure team members undertake appropriate training
  • Monitor and review H&S management of operational activities and the working environment, assessing and managing the risks identified in the processes
  • Ensure there are clear channels of communication for staff to raise health and safety issues

Estates Management

  • Oversee office management including e.g. leases and renewals, moves and renovations, relationship with landlord
  • Manage and monitor building and ground maintenance of all British Council rented properties and ensure office storage facilities are secure; all to comply with British Council requirements and local legislation
  • Ensure office services and supplier contracts (e.g. cleaning, IT, security) are delivered effectively in line with corporate standards
  • Oversee inventory preparation and checking for all British Council rented premises
  • Ensure British Council transport policy and procedures are efficient, effective, communicated & adhered to by all staff

Management

  • Line Manage and develop Security team, including producing weekly/monthly rotas for the team
  • Line Manage Premises & IT Officer ensuring there are cover arrangements for this post in their absence
  • Promote and support EDI (Equality, Diversity and Inclusion) in Tunisia in coordination with the EDI focal point

Relationship Management, Suppliers and Services

  • Manage vendor relationships, including but not limited to, premises insurance, security, courier, Landlords.
  • Manage relationships with government offices and British Embassy on security related issues.
  • Oversee team procurement with support from MarketPlace

Risk and Information Management

  • Support the Senior Leadership Team on the development of Business Continuity Plans (BCP) and Incident Planning
  • Support the Child Protection focal point in setting and implementing action plan and training related to security and health and safety issues.
  • Ensure compliance with audit requirements related to premises including office insurance, health and safety, and security.
  • Maintenance of BCP lists, Solace updates and telephone cascade
  • Monitor Environmental Framework Tool  (EFT)
