The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 30 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.
The candidate will be supporting the Libya and Tunisia programs that ABA ROLI implements in both countries. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
Under the supervision of the Country Director, the Field Finance Officer will work with ABA ROLI program and finance teams in Libya and Tunisia as well as Washington, DC. The individual provides financial support to the field office and its programs, ensuring compliance with donor and ABA ROLI financial policies and procedures. The individual serves as a key point of contact on country finances, leading coordination of office transactions and funds, troubleshooting issues with bank accounts, and managing petty cash as well as payroll, taxes and benefits in compliance with local labor laws.
The Finance Officer will be based in Tunis and ten percent of time will be spent traveling within and outside of Tunis.
The general tasks of this position include, but are not limited to the following:
- Assist in overall management of financial systems and policies in compliance with donor and ABA ROLI policies;
- Establishes and manages relationships with vendors and service providers to ensure adequate competition, receipts and invoicing; ensures timely payment to vendors in compliance with ABA ROLI policies and procedures;
- Prepares and reviews all transaction documents and receipts, monthly field office expense reports, financial reports, cash forecasts, program and overall office financial projections, purchase orders, staff payroll and tax payments; bank reconciliations, and reconciliations of ABA ROLI petty funds;
- Coordinates and collaborates with program team members to ensure that technical and programmatic approvals are in place prior to deliverable payments;
- Process payroll, timesheets, and local staff and tax payments including Social Security and Salary Tax payments;
- Drafts and finalizes contracts and purchase orders, as requested;
- Serves as the field liaison on office banking matters troubleshooting issues as they arise, drafts of checks, coordinates inter-bank transfers and other banking documents, manages the petty cash fund and makes petty cash payments;
- Organizes expense receipts, assigns budget codes, inputs key information into electronic finance logbook and uploads payments on a daily basis into ABA ROLI’s financial management system;
- Coordinates with DC-based staff on finance-related questions, spending and projection analysis;
- Provides recommendations and staff trainings pertaining to financial management and controls, suggests improvement to existing financial protocols or recommends new ones.
- Responsible for maintenance of all hard and e-copies of program files;
- Other duties as assigned.
- A University bachelor’s degree in accounting, management & administration, commerce or finance;
- Five to seven years of experience in accounting;
- Experience working with foreign donors, preferably US government-funded projects in country;
- Experience with general auditing principles and standards, internal controls, procurement regulations, forecasting and budgeting, local labor law, and supervision;
- Advanced skills in Chrome River or other accounting software, Excel, and Word;
- Ability to travel within and outside of Tunis;
- Fluent Arabic, French, and English language required.
