Organizational Summary:

The Project on Middle East Democracy (POMED) is a nonprofit, nonpartisan organization dedicated to examining how genuine democracies can develop in the Middle East and how the United States can best support that process. Through programs in research, advocacy, dialogue and civil society partnerships, we work to strengthen support for democratic development in the Middle East and North Africa.

Position Description:

POMED is currently hiring a Program Associate for Civil Society Partnerships to be based in Tunis, Tunisia to help manage a portfolio of capacity building projects with nascent policy organizations in transitioning Arab countries. The position provides a unique opportunity to contribute to POMED’s growing civil society partnerships program and the program’s innovative work to support and strengthen policy-oriented NGOs in the Middle East and North Africa.

This program currently includes 14 partnerships with organizations in Egypt, Tunisia, Libya, Morocco, Iraq, Lebanon, and Palestine. The overarching objective of all projects is to help build the capacity of nongovernmental organizations to undertake effective policy research and advocacy, while also strengthening each organization’s management and development.  POMED provides technical support to its partners as they produce policy analysis and provide recommendations to their national governments and policymakers, mirroring POMED’s own efforts to influence the policymaking process in Washington.

The Program Associate will:

  • Help manage POMED’s organizational status and institutional functions in coordination with the Program Director for Civil Society Partnerships in Washington. This includes, but is not limited to, liaising with accountants, managing bureaucratic procedures, and ensuring that POMED Tunisia remains in compliance with all legal requirements;
  • Mentor civil society partners running projects in Tunisia (and other countries in the region) by assisting them in developing policy-writing, policy analysis, and advocacy skills; help build their organizational and administrative capacity through strategic planning and financial management exercises; and assist partners to write proposals and prepare and manage their budgets;
  • Support POMED’s efforts to trackall relevant political developments in Tunisia;
  • Contribute to the preparation of narrative and financial reports and financial audits for donors; Draft workshop reports including participant evaluations and lessons learned;
  • Coordinate and manage a Tunis-based fellowship program for three to four regional fellows to be placed with host civil society organizations in Tunisia;

The Program Associate will also work with project staff to:

  • Maintain regular communication with all partner organizations and ensure their successful implementation of program and project activities, including parliamentary monitoring reports, policy brief series, advocacy campaigns and good governance reports;
  • Contribute to the preparation of grant proposals and budgets;
  • Offer conceptual assistance and substantive feedback on draft partner policy publications;
  • Assist in the development of partner work plans by advising partners on strategic planning;
  • Assist in planning, organizing, and executing training workshops, public events, and private meetings.

Critères d'éligibilité

  • Successful applicants will be extremely organized and highly-motivated individuals with at least 5 -7 years of experience working with civil society and/or related democracy and governance projects in the Middle East and North Africa;
  • Applicants must be authorized to live and work in Tunisia;
  • Master’s degree in a relevant field is preferred;
  • Native (or equivalent) fluency in spoken and written English and Arabic. French fluency highly desirable;
  • Excellent interpersonal communication skills, including writing, research, facilitation and presentation, and the ability to maintain relations with diverse individuals and organizations in the Arab world;
  • Extensive knowledge of the political scene in Tunisia and familiarity with relevant political actors and dynamics is preferred;
  • Experience in managing administrative tasks including accounts and bureaucratic procedures;
  • Experience leading training workshops in Arabic or French for civil society organizations helpful, but not required;
  • Must be a strong team player and have experience working within a dynamic and fast paced organization. Multi-tasking, prioritization, attention to detail, and time management skills are essential;
  • Strong interest in democratic reform in the Middle East, a passion for supporting the development of NGOs in the region, and a strong commitment to POMED’s mission and principles;
  • This position will include regular domestic and regional travel.
