The engagement of Switzerland in Libya is focusing on peace promotion and migration/protection. Switzerland is also a member of the Berlin process and co-chairs the Working Group on International Humanitarian Law and Human Rights. In June 2022,
Switzerland was elected to the United Nations Security Council (UNSC) for two years starting January 2023. Since Libya is regularly on the agenda, additional analytical capacities are required to make the link between the situation on the ground and the UNSC. The Embassy of Switzerland in Tunisia and Libya is therefore seeking to reinforce its Libya team, currently largely based in Tunis, by filling the following position:
Political Analyst for Libya
(100% fixed term contract maximum two years)
Main tasks:
Observe and report on the political context in Libya based on open sources and a network of interlocutors in the country.
Provide instant and synthetic updates when required by the situation.
Prepare daily press and social media briefings intended for large dissemination within the Swiss administration.
Conduct in-depth research on Libya related topics relevant for Switzerland at the Security Council, in particular in the political, economic and human rights fields.
Contribute to the definition of Swiss foreign policy on Libya through input to statements, press releases and other political communication.
Requirements:
University degree in political science, international affairs, journalism or related field is required
At least 5 years working experience on Libyan affairs, preferably in the field of academic research, journalism or political affairs.
Excellent knowledge of the political and security situation in Libya and capacity to triangulate facts through a network of interlocutors.
Analytical and conceptual thinking, capacity to synthetize complex information and write quality documents under time pressure.
Excellent interpersonal and communication skills, and experience in multi-cultural, multilingual teams in complex settings
Professional skills in English and Arabic both in writing and speaking. Knowledge in French is an advantage.
The position of Political Analyst for Libya is based at the Swiss Embassy in Tunisia and requires also visits/missions to Libya. It is a temporary position linked to Switzerland’s seat at the Security Council and will not be extended beyond 31 December 2024.
