About the project:
“Strengthening Emerging Civil Society in Tunisia” (Rose) is a five-year project, led by a consortium formed by Oxfam Avocats Sans Frontières (ASF), the Tunisian Forum for Economic and Social Rights (FTDES), and Jamaity. The general objective of the project is supporting the contribution of the emerging civil society to the consolidation of the rule of law and development in Tunisia. It aims at contributing to a more autonomous civil society (CS) and reinforcing its role as an influential actor of change.
The project has 4 main pillars: Capacity building and accompaniment through three “accelerators” in the South, Middle and North of Tunisia, a funding mechanism, collaboration on influencing policies, and contributing to an enabling and sustainable environment for civil society.
Supporting emerging Civil Society in Tunisia through:
- Building and Reinforcing the Capacity of Civil Society Organizations.
- Support the Influencing and Advocacy efforts.
- Provide Financial support through Sub-grants to Civil Society Organizations.
- Ensure the Sustainability of the environment of civil society beyond the five-year period of the project.
The role:
Policy and Advocacy Coordinator
Contract Conditions:
- Type of contract: Fixed-term contract (CDD)
- Duration of the contract: 1 year
- Work schedule: Full time (40 hours/week)
- Location: Based in Tunis, with frequent travel in the field in Tunisia
- Salary conditions: In accordance with ASF‘s (Avocats sans Frontières) salary scale and Human Resources policy in Tunisia.
- Line manager: Project manager under the supervision of the program coordinator
- Start date: As soon as possible.
Main objectives of the positions:
- Shape and develop the thematic Advocacy and influencing strategy for the project: Assessing and analyzing the general context and stakeholders’ dynamics, and identifying the Influencing opportunities and the proper timing for their dissemination.
- Assist and support Civil society actors in terms of influencing and advocacy through Capacity Building efforts: Training, coaching, knowledge sharing, and provision of the necessary tools.
- Ensure the coordination and Networking efforts: Building the networking opportunities between civic space actors and identify the methods of creating and expanding the dialogue with the stakeholders.
Roles and Responsibilities:
Influencing and advocacy strategy development (30%)
- Conduct consultation with national/local NGOs and influencing networks to collect CSOs influencing priorities for the project period and beyond,
- Conduct periodic context, power and stakeholders’ analysis with relevant actors, in order to identify keys national moments and influencing opportunities,
- Develop, contextualize existing tools and guides related to advocacy and influencing to be used by the project team and partners,
- Map of existing advocacy and influencing dynamics at a national and local levels, and keep track records of experiences and lessons learned,
- Conduct context analysis to enable strategic decision making,
- Oversee the development of thematic advocacy and influencing strategies and action plans with identified allies and existing networks, using Oxfam and its implementing partners methodologies and approaches,
- Ensure the follow up of the advocacy and influencing strategies with partners and other stakeholders,
- Oversee research and policy work conducted under the project activities and/or through subgrants.
Capacity building and support (30%)
- Oversee national/local NGOs assessment to identify capacity building activities related to advocacy and influencing for subgrantees,
- Provide support to the project team and units for all aspects related to advocacy and influencing, including the use of the appropriate tools and approaches, and the development/implementation of advocacy and influencing training plan, curriculums and materials,
- Contribute to the development of granting process and call for proposal for the three funds
- Advise on potential advocacy projects/initiatives to be financed by the project
- Oversee the identification of local, national and international advocacy opportunities and coordinate between relevant actors to ensure a quality participation of partners,
- Contribute to the design and implementation of local and national learning event,
- Ensure the use of MEAL and gender mainstreaming tools for advocacy and influencing related activities,
- Assist with the evaluation of the impact of the capacity building activities related to advocacy and influencing and in developing corrective measure as may be required,
Coordination and Networking (10%)
- Oversee project networking activities between Civic space actors, the project and relevant stakeholders including but not limited to, national authorities, financial and technical partners, INGOs working on civic space,
- Identify possible ways and methods of expending dialogue and involving all stakeholders.
Content development and knowledge sharing (10%)
- Document project activities related to advocacy and influencing (e.g., research, learning events, etc.) and repackage these for advocacy purpose in form of blog, press release/briefing notes,
- In close coordination with the communication advisor, suggest and develop projects stories and knowledge pieces for the project website and social media platforms on regular basis,
- Contribute to the capitalization of learning and capacity building process conducted within the project.
Project management and planning (20%)
- Prepare and/or oversee the development of Terms of Reference for relevant consultants and contractors, manage/follow up to ensure timely consultancy deliverables, and be ultimately responsible for the delivery of work produced by consultants under this unit,
- Contribute to the preparation of progress reports (technical) concerning project results, outputs and activities related to advocacy and influencing work,
- Contribute to the preparation of project plans (activity plan, annual budget, procurement and operation plan, etc.)
- Contribute to the update of the project risk register.
Technical skills, experience and knowledge required for the position:
- University degree in a field relevant to development and related to Project’s areas of intervention in Tunisia.
- At least 3 years of professional experience in a similar position.
- Demonstrated experience in working with and supporting projects with Tunisian civil society organizations, and or international cooperation in Tunisia.
- Knowledge of the context of civil society in Tunisia, particularly associations working in Governance and human rights.
- Excellent interpersonal, communication and working skills in a multidisciplinary and multicultural environment.
- Knowledge of women’s rights and human rights, and of the gender approach is desired.
- Fluency in Arabic and French, both written and spoken. Fluency in English is an asset.
- Availability and flexibility to travel in the regions, with the possibility of spending nights outside Tunis.
- Ability to learn quickly and share knowledge with partners and colleagues.
