Background
Job Purpose and Organizational Context
With an overall goal of promoting the capacity of High National Elections Commission (HNEC) of Libya to prepare and administer inclusive and credible balloting events, UNDP proposes a three-year electoral assistance project implemented through the UNSMIL integrated electoral support team. The project is designed in the spirit of cooperation, national interest and ownership, and is to be implemented with HNEC as the co-chair of the project board which approves all project workplans. The project seeks to achieve four key outputs, to be implemented over a three-year period:
Output 1: Support HNEC in the planning, preparation and conduct of national and local elections and out of country voting.
Output 2: Develop HNEC institutional and staff capacities and raise awareness on the requirements of electoral processes that are transparent, credible and promote inclusive participation.
Output 3: Promote public participation in electoral processes, targeting vulnerable groups with activities that enable them to exercise their right to vote.
Output 4: Raising the electoral awareness of local partners, enabling them to perform their role effectively in the electoral process and contribute to a peaceful electoral environment.
In pursuance of the above outputs, the PEPOL (Promoting Elections for the People of Libya) wishes to recruit a Reporting and Monitoring Specialist to join the Project Support Team (PST) whose mandate is to lead and manage the key project activities under the Chief Technical Advisor/Project Manager
Duties and Responsibilities

A .Establishment and ongoing implementation of a standardized project reporting mechanism including effective and timely reporting to internal and external stakeholders:
Produce project reports, such as quarterly reports, annual report, and donor-specific reports, capturing in a comprehensive analytical manner project progress against the project Results Framework; including the documentation of success stories, achievements, lessons learned, risks and issues;
Produce project updates to donors and stakeholders in a timely manner by using the professional writing and formatting requirements;
Assistance and participation in the development of project management-related documents and concise reports and power-point presentations for various project meetings and workshops;
Ensure smooth reporting and communication to donors and stakeholders;
Work closely with PEPOL management and the UNDP CO colleagues to ensure accurate and smooth project progress reporting and communication to donors and stakeholders in line with UNDP standards
B :Take a lead role in planning and implementing the project Monitoring and Evaluation framework and activities:
Develop and implement the project’s M&E plans, indicators, targets, means of verification and monitoring steps at output and activity level, and in line with the Annual Work Plan and according to UNDP standards;
Develop plans and monitor the project’s Risks and Issues matrices in line with UNDP standards;
Develop and refine the project-internal monitoring system to gather results-based project progress data and input from primary sources (project advisors), secondary sources (HNEC) and third-party sources;
If applicable, take the lead in the review of the project Results Resources Framework, with electoral-related project indicators;
Work closely with PEPOL project management, UNSMIL and UNDP CO during the development and monitoring of planning documents in accordance with UNDP standards
C : Contribute in ensuring timely reporting to government and donors :
Monitor and update information on Cost Sharing Agreement, other partner agreements and all grants as maybe issued by the project;
Draft and provide administrative management and support in all related contractual agreements of the project;
Contribute to the production of monthly, quarterly and annual reports and other publicity products;
Draft regular progress and final reports based on inputs provided by project staff and prepare other donor and communications briefings; ensure that reports are provided to donors according to UNDP’s contractual obligations;
Liaise closely with the UNDP Country Office Communications and the United Nations Electoral Support Team (UNEST) in Libya to ensure timely communication and reporting on project implementation
D: Advisory support to the HNEC to establish an internal HNEC Planning and Monitoring and Evaluation system:
Assist the HNEC efforts to set up a system of internal monitoring and regular and systematic internal data collection to monitor progress and produce internal reports for HNEC management;
Assist the HNEC in developing a system to produce progress reports to all stakeholders and donor partners;
Support the HNEC to identify Key Performance Indicators (KPIs);
Support the HNEC to produce regular evaluative reports, drawing on KPIs;
Consult with the HNEC, in liaison with the PEPOL Capacity Development Specialist, to assess needs of staff and to organize opportunities for training and education, as appropriate
E : Support the production of accurate reports and analysis on the electoral process and foster flow of communication within the UN system
Upon the request of UNEST Leadership or the Project CTA/PM, carry out any other programmatic and/or management support to promote effective communication within UNEST and beyond

Required Skills and Experience
Education:
Master’s degree in the field of international relations/post conflict development, management, administration, economics, social science or related discipline
Experience:
Minimum five years of previous experience in project monitoring, reporting and evaluation especially in donor-funded project setting;
Experience in institutional capacity building for projects/programmes in the area of governance and/or elections is a must;
Experience in donor relations including reporting is highly recommended;
Experience working with an international organization, UN agency or NGO would be an asset;
Experience liaising with government authorities, other national institutions and NGOs would be considered an advantage
