Historical

Following the popular uprising and the departure of former president Ben Ali in 2011, Tunisia entered into a dramatic transition towards democracy involving a complete overhaul of its political system and a long-awaited change in core governance institutions.

UNDP’s “Tunisia Electoral Assistance Project” (TEAP) builds on the experience and work of UNDP’s previous project “Support to the Electoral Process in Tunisia” (SEPT) established in 2011, at the request of the Tunisian interim government. While SEPT focused on electoral events, and in fact it provided technical and operational assistance to the relevant national authorities for managing the electoral processes in 2011 and 2014, TEAP seeks to capitalize on the good conduct of the legislative and presidential elections in 2014 in order to reinforce the relevant electoral authorities, in particular the electoral management body (EMB) (in French the Instance Supérieure Indépendante pour les Élections [ISIE]), through a long-term capacity building programme in line with the electoral cycle approach.

Aligned with UNDP’s Strategic Plan and the Tunisian UN Development Action Framework (UNDAF), the UNDP Country Programme Document (CPD) and Country Programme Action Plan (CPAP) objectives, TEAP’s interventions seek to reinforce democratic principles that contribute to building Tunisian national unity by increasing political participation in inclusive and transparent electoral processes.

Accordingly, the TEAP project document was formulated in line with the electoral cycle approach for the period of 2015-2019, with the aim of providing required inputs to achieve the following key results (outputs):

  • Long-term institutional capacity building for electoral authorities;
  • Strengthen the electoral administration to conduct inclusive and credible electoral events.

In this context, UNDP through TEAP will assist national counterparts in assessing, planning and fostering partnerships to support elections, developing national capacities and obtaining knowledge from global experiences, ensuring a proper electoral framework is in place for the conduct of credible electoral events, procurement of goods and services where necessary, and communicating and reporting results to national and international stakeholders as well as the Tunisian society broadly. To ensure that support from the international community is provided in an effective, consistent and coordinated manner, and in line with global development effectiveness principles, UNDP TEAP will use a multi-donor basket fund modality.

Duties and Responsibilities

Under the guidance and the direct supervision of CTA (Elections) and in close coordination with the public outreach advisor and the project assistant, the Graphic Designer develops and delivers graphic design work and visual materials.

Functions:

  • Support the TEAP project, in designing infographics, posters, leaflets, brochures, charts, stickers, billboards, banners and other material for the purpose of informing and educating the Tunisian population on electoral technicalities;
  • Assist the ISIE public outreach department in all the matters related to the conceptualization and the production of graphic public outreach material;
  • Assist the ISIE relevant counterparts in the development of innovative messages/materials for the electorate;
  • Assist any other relevant electoral authorities as per TEAP project requirements;
  • Assist the team of technical advisors of the TEAP project during the operational phase;
  • Become familiar with UNDP graphic standards and policy;
  • Perform other professional tasks as requested.

  • Provides regular updates and reports on progress in areas or responsibility;
  • Keeps himself/herself informed about project activities and the context in which the project operates.

Key Results:

  • Public outreach material are produced on time and of the requested quality;
  • Provide advice and guidance during the concept design and development stage;
  • Ensure counterparts’ and project’s expectations are understood and accurately reflected;
  • Support the counterparts effectively.

Impact of Results

Create designs or a set of design options for the counterparts and the project that are consistent with the agreed approach, engage the target audience and reflect the organization involved.

شروط الترشّح

  • Bachelor degree (or equivalent) in graphic Arts, Design, or related field.
  • A minimum of 5 years, diversified and progressively responsible professional experience in graphic arts, design, public outreach or related field;
  • Alternatively technical certificate (BTP/BTS) in graphic art and design combined with qualifying experience of 7 years in the field of graphic art may be accepted in lieu of an advanced university degree;
  • Alternatively Licence degree in graphic art and design combined with qualifying experience of 6 years in the field of graphic art may be accepted in lieu of an advanced university degree;
  • Advanced graphic computer skills;
  • Knowledge of election-related issues;
  • UNDP Experience would be an advantage.
  • Fluent in French and Arabic;
  • Knowledge of English would be an advantage.
