Ma3an is a five-year (2018-2023) USAID-funded project with the goal to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism.  Ma3an’s objectives include: Youth are equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism-  PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

Context

Ma3an aims at supporting CNLCT capacity building efforts in order to increase its presence outside of Tunis and to help the CNLCT adopt a more strategic approach to P/CVE nationwide and strengthen collaboration with civil society.  FHI 360, in consultation with the CNLCT and USAID, will determine specific areas for capacity building intervention, including assisting the CNLCT with strategic planning support where feasible. In addition, FHI 360, in consultation with the CNLCT and USAID, may provide capacity building support to CNLCT affiliated staff at the governorate level to strengthen their P/CVE knowledge, skills and practices. To do so, Ma3an will conduct a capacity enhancement needs assessment and provide capacity building support to 48-governorate level CNLCT Local Representatives. 

Main tasks and responsibilities:

Supporting the Capacity assessment of the CNLCT by undertaking the following tasks:

  • Develop a questionnaire to conduct the capacity assessment in coordination with Ma3an and CNLCT
  • Conduct the capacity assessment with all Local Reps and CNLCT members
  • Deliver 2 capacity building sessions for the local representatives
  • Do the analysis of the capacity assessment and prepare a 5 pages report showing results 
  • Prepare TORs for local representatives

Deliverables 

The duration of assignment is 35 days from May the 10th, 2021 to June the 25th , 2021. The tasks, outputs, and due dates outlined in the table below may be modified based on Ma3an’s changing needs and priorities. Any changes to these tasks will be communicated to the consultant by the Ma3an Technical Monitor.

Period of Performance

The assignment is to be undertaken within the estimated contract period from May the 10th 2021 until June the 25th 2021 for a total of 35 expert days.

Note: Working and writing language is Arabic and English.

Selection Criteria:

  • Demonstrated knowledge and practical experience: 50%
  • Academic background: 20%
  • Languages: 10%
  • Financial offer/proposed rate: 20%

 

Critères d'éligibilité

  • Master’s degree/PhD in Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field. (or other relevant fields)
  • At least 5 years of proven experience of undertaking research on P/CVE peace building or relative fields
  • Proven experience of writing research materials for a variety of audiences, together with an understanding of the importance of tailoring materials for various target audiences including through digital channels
  • Expertise in doing research on political/ social sciences would be an asset
  • Ability to use participatory approaches, methodologies and tools when working with national officials
  • Significant experience in the design and the conduct of PCVE programs
  • Strong research skills, combined with superior communication and interpersonal skills
  • Knowledge of the VE context and CNLCT work would be an asset
  • Interpersonal skills, with strong written and verbal communication skills: English and Arabic
  • Presentation skills - structuring and communicating ideas, using visual and other adequate tools
  • Facilitation skills - managing activities, eliciting contributions and learning in an innovative way
  • Ability to understand and express ideas in English and, where applicable, other relevant languages, in a fluent, clear and concise way, both orally and in writing.
  • Minimum of 2 P/CVE research samples or reports preferably in English
  • Tax ID (Patente)
  • Daily Rate in TUNISIAN DINARS (TND),
