About Med Dialogue for Rights & Equality

Med Dialogue for Rights and Equality is a 3-year (2019 – 2022) EU-funded Technical Assistance Programme with the overall objective to strengthen the role of CSOs active at the regional scale, in building sustainable development, regional cohesion and resilience, as well as in influencing policy-making in the Southern Neighborhood and the Euro-Mediterranean Space. Mobilising local communities on regional issues of common concerns to influence the agenda of public decision-makers and regional institutions, and involve CSOs in emerging regional agendas and thematic dialogues, makes its unique character.

The Programme’s strategy aims at addressing the needs of the civil society in the Neighborhood South as an agent for change from a regional perspective, where Mediterranean exchanges both South-South and North-South are enhanced; and the shrinking of civil society spaces in the region is challenged. It aims as well at strengthening civil society and young female and male activists in their capacity to strategize, cooperate together, advocate for rights and social cohesion, and sustainable development.

Building a Shared Vision for the Mediterranean

Workshop purpose and overall objective

As a boosting step of its early development stage, MED Dialogue for Rights & Equality is facilitating a consultation process that provides civil society actors and stakeholders with a dialogue platform, aimed at shaping a shared vision of the Mediterranean for the
years to come.

This shared envisioning exercise will provide a useful framework and the opportunity for CSOs and other stakeholders to develop a coherent, shared set of conceptualisations, goals, and values for the future of the region that shape its development path, preserves its rich natural heritage, and celebrates its unique character.

The main objective of the consultation process is to produce a document that provides a vision for the Mediterranean region as a common space, and a lasting environment for cooperation and political construction, a sort of manifesto on the Mediterranean for the years to come, where the roadmap and the process required to achieving such vision are also discussed.

The South-South consultations will be combined with capacity development workshops on dialogue and negotiation techniques, to equip participants with tools and methods that would enhance their capacities in the subject matter, strengthen their regional networks, and eventually promote policy dialogue at a regional level.

In total, three consultation meetings will take place during 2019-2020:

  • Two South-South consultation workshops, one for the Maghreb area (planned indicatively on 18-21 July 2019), and the other for the Mashrek area (planned indicatively on 25-28 October 2019), and
  • One North-South consultation workshop, gathering participants from the two Mediterranean shores, taking stock of the outputs of the previous consultations (expected beginning 2020).

Specific objectives of the 1st South-South consultation workshop

The workshop aims at:

  • Articulating and shaping hopes and expectations of civil society players and other actors, and developing a shared vision of the Mediterranean amongst civil society actors and stakeholders.
  • Developing strategies, actions and partnerships to make the vision a realistic target,
  • Facilitating exchange of experiences, good practices and networking among CSOs and substantive positioning and action,
  • Developing a citizens’ statement, a manifesto on the Mediterranean for the years to come.

Topics

The workshop will address topics related to the main policy challenges of the region, which have been identified by the Programme, and in particular:

  • Confronting socio-economic inequalities;
  • Preventing youth radicalization & developing critical thinking;
  • Addressing the ecological challenge;
  • Aiming at institutions serving the citizens;
  • Consolidating the democratic space and citizenship rights.

Where and When?

The three-day workshop will be organised in Tunis, Tunisia on 18-21 July 2019.

Workshop format

  • The consultation process, which will include (indicative list): opening session, plenary sessions and parallel working group sessions. The participants will codecide the format to adopt during the consultation workshop, with the support of the staff.
  • Cultural event (in the form of a film screening followed by a debate, or of a public roundtable) related to the workshop agenda will be organized.
  • Capacity development component on dialogue techniques, consultation and negotiation, which will help in addressing issues that might arise during the consultation.

The meeting languages are Arabic, French and English

Practical information

Travel and accommodation expenses, visa fees as well as daily allowances are taken in charge by Med Dialogue for Rights and Equality.

The meeting languages are English, French, and Arabic.

 

Critères d'éligibilité

  • The first South-South consultation workshop will gather up to 30 participants, and for this call up to 15 candidates aged between 20-35 years will be selected.
  • Participants must be nationals of the following countries: Mauritania, Morocco, Algeria, Tunisia, Libya, and Egypt.
  • Political scientists, strategists and intellectuals
  • Social and political activists
  • Artists, writers or cultural players
  • Institutional representatives or city counsellor
  • Religious clerics or philosophers
  • Economic players
  • Priority will be given to applicants from peripheral and rural areas, or/and applicants with limited opportunities to participate in international programs.
