Job Description

Team purpose

Oxfam Egypt has been awarded a project under the “Youth Participation and Employment” (YPE) Program and “Danish Arab Partnership Program” (DAPP) as part of a multi country project. Since its inception in 2003, YPE/DAPP has a combined country-level and regional interventions and been a unique instrument for building relations between Denmark and MENA partners.

Job Purpose

The Project Officer will work under direct supervision of the Program Coordinator (Youth Participation and Employment Project) and in close coordination with the Economic Justice other team members and partners. This position is expected to provide support to the partner team to plan and implement the project activities. He/she will be responsible for developing and updating project level database and knowledge management system and assisting in reporting, influencing and campaigns works.

Post Conditions

  • Type of contract: Fixed term contract
  • Contract Duration: One year (renewable depending on staff performance)
  • Working hours: Full time (40hours/week)
  • Location: Based in Tunis, Tunisia with travels to the MENA region.
  • Salary and Conditions: Local Contract; according to Oxfam Salary scale and HR policy and conditions in Tunisia.
  • Starting date: 1st of September (the soonest)
  • Reporting to: Youth Participation and Employment/ DAPP Program Coordinator

Key Responsibilities and Accountabilities

  • Project Planning, Implementation and monitoring of the Project (80%)
    • Support Project Coordinator in preparation and revision of annual plan with budget and Partner Grant Agreement.
    • Develop project detail Implementation Plan including work plan with the support of project and partner team.
    • Develop monitoring plan and tools and ensure its effective implementation by project and partner team.
    • Conduct regular field visit for program monitoring and quality assurance.
    • Prepare regular project updates and report and submit to the Project Coordinator.
    • Prepare case studies, process and learning documentations and reports of the project
    • Assist to organize review and reflection meetings with partner staffs and board members periodically to plan and monitor the budget and expenditure to ensure funds are spent within the time frame acceptable to Oxfam and donor and ensuring the compliance and policy of Oxfam/donor are adhered to;
    • Contribute in conducting need assessment and research related to mid-term review and final evaluation.
    • Coordinate and develop linkages with private sectors, financial institutions, provincial and local government agencies for smooth operation of the project activities.
    • Ensure mainstreaming Gender and Social Inclusion in the project activities for ensuring women and other socially excluded people’s participation in the project.
    • Take lead in implementing advocacy and campaign works in close coordination of partners, network and alliances.
  • Capacity building of partner staffs (20%)
    • Conduct capacity development need assessment of the partner team and assist to organize training program including other capacity building activities for them.
    • Provide technical support to the partner team to implement project activities.
    • Take lead in organizing and conducting relevant training, workshop and exposure visit for project stakeholders.

Critères d'éligibilité

  • Bachelors in Business Studies, Development Studies, Resources Management or relevant subject with at least three years’ experience in related areas. (Essential )
  • Working experience in economic development and private sector development including and not limited to; youth participation, employment, cooperative development, micro-finance and remittance. (Essential )
  • Working experience in project management including MEAL. (Essential )
  • Sound understanding on government policies on migration, remittance, cooperative and micro-finance sectors (Essential )
  • Very Good communication and reporting skills in written and spoken English and Arabic (Essential )
  • Working experience of influencing and advocacy skills. (Essential )
  • Strong skills on report writing, documentation, data management and analysis skill (Desirable )
  • Experienced in developing M&E system (Desirable )
  • Analysis and internal communication of the local context to inform appropriate planning (Desirable )
  • Supervision of the work of partners and community based organizations with problem solving skills for delivery of the project (Desirable )
  • Negotiation, networking, coordination and representation skills with key local actors (Desirable )
