Job Description

Team purpose

MedUp aims to promote job creation and inclusive growth through improved social entrepreneurship and social economy systems in the Southern Neighbourhood, the Action aims at promoting an enabling environment in the Southern Mediterranean partner countries for the development of the social entrepreneurship sector as a driver for inclusive growth and job creation

Post Conditions

  • Type of contract: Fixed term contract
  • Contract Duration: One year (renewable depending on staff performance)
  • Working hours: Full time (40hours/week)
  • Location: Based in Tunis, Tunisia
  • Salary & Conditions: Local Contract; according to Oxfam Salary scale and HR policy and conditions in Tunisia.
  • Starting date:as soon as possible
  • Reporting to: Country Director

Job Purpose – Key Responsibilities and Accountabilities

  • Management&Technical Support – 20%
    • Act as Oxfam Middle East’ representative at national level and at regional level, when required
    • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s)
    • Ensure implementation of Oxfam Middle East’ and EU’s (where relevant) operational policies, procedures and guidelines in all aspects of projects’ work
    • Ensure project activities and strategies respond to the youth (especially young women) employment needs and are suitable for the middle east (Egyptian in particular) context and are in line with Oxfam ‘Economic Justice and Livelyhoods’ strategy
    • Responsible for the oversight and development of partnerships to maximize the strengths the different partners bring to the partnership within ‘MedUp’ Project
    • Manage the project risks by constantly updating the risk mitigation plan
    • Support other program teams in integrating MedUp issues in their work and facilitate learning activities to strengthen capacities among the Oxfam team
    • Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programs in Middle East
    • Contribute to the annual planning, reporting and budgeting of the CO’ programs and projects and actively contribute to fundraising activities
    • Identify areas for program development and lead on crafting program and project proposals based on this together with the relevant team members
    • Develop the detailed project plan and partnership agreements and coordinate the project plan on regional level.
    • Initiate and develop new ways of working and mechanisms which promote decision-making, leadership and autonomy of local actors in a way that these are replicable in Oxfam and the Economic Justice sector.
    • Ability to develop a visibility plan that is aligned with Oxfam and EU guidelines
  • Project Implementation – 70%
    • Responsible for the overall implementation and progress of all MedUp project activities, including partner organizations activities.
    • Ensure the achievement of agreed MedUp and Oxfam COoutcomes and targets.
    • Identify areas for project development and lead on crafting project ideas to achieve the theory of change for MedUp.
    • Mentor and monitor the progress and quality of the project, proactively identifying problems, opportunities and exceptions, and propose solutions.
    • Ensure the proper implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the MEAL team and work with partners on conducting the baseline surveys, progress monitoring events, producing progress reports and final reports
    • Support partners in program/project development and implementation through technical advice on participatory community engagement
    • Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership
    • Contribute to writing project learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the project.
    • Keep oversight of the progress of project activities with partners, stimulate the added value of the Partnership and build a relevant network with like minded stakeholders
    • Work constructively with staff and partners to produce regular updates to guide implementation, monitoring and ensure accountability.
    • Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership.
    • Produce the substantive report and facilitate the production of the financial one; report to the donor as per the agreed timeline and requirements
    • Monitor program spending, review financial reports prepared by partners, and facilitate auditing of fund usage in cooperation with the Financial Program Officer.
    • Ensure internal and external reporting is done as per the agreed timeline and requirements.
  •  Visibility, Communication and Networking – 10%
    • Work with the Media and Communication Officer and the Advocacy and Influencing Coordinator to develop and implement a strong visibility plan.
    • Support the development of mechanisms and tools that assist partners to document lessons and models of good practices from program work and share good practice.
    • Encourage and coordinate cross-learning between the MedUppartners in different countries, European partners andas well as with other relevant partners and stakeholders.
    • Ensure the knowledge exchange and synergies with other Oxfam projects in Egypt and at the regional level.

 

This job description may be modified in accordance with the activities or the evolution of operational needs.

Critères d'éligibilité

  • Extensive knowledge and experience in relevant work in Middle East (Egypt)
  • University degree in social sciences, political sciences or related disciplines; or an equivalent sufficient experience and informal education
  • At least 5 years of relevant experience working as a program officer / coordinator in similar jobs and functions with local and/or international NGOs.
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training materials, advocacy and inter-agency networking and coordination.
  • Obvious interest in youth development, youth employment and entrepreneurship issues at the national level and familiarity with innovative approaches to address the related needs
  • Solid knowledge on polices, contemporary issues regarding youth employment and entrepreneurship and good knowledge of gender issues
  • Excellent critical thinking and analytical, writing and reporting skills
  • Excellent experience in partnership development and management
  • Excellent intercultural communication
  • Sound experience in capacity building and good facilitation skills
  • Good experience and knowledge in monitoring and evaluation
  • Excellent command of Arabic and English
  • Excellent computer skills
  • Readiness and ability to travel to Egypt on a regular basis
  • Ability to work independently, from a distance, and with a team; excellent and efficienttime management
  • Experience in liaising with communities,individuals , CSOs and governmental authorities (Desirable)
  • Experience in advocacy, policy and campaigning (Desirable)
