Shaping a stronger Oxfam for people living in poverty

In Egypt Oxfam works with local partners on three main priorities: Gender equality, local governance with a focus on social and economic development and food security including youth employment. On these issues the Egypt country program has ongoing externally funded programs and the ambition to develop new programs to increase its level of activity.

Oxfam works together with Egyptian partners and will manage its programmes in Egypt from the Oxfam office in Tunis. Oxfam is looking for : 

2 Program Officers for the Oxfam program

in Egypt based in Tunis

40 hours per week
Starting date: 1 November 2016

Job Purpose

To work directly with the beneficiaries and partners and stakeholders of the Oxfam Egypt Program to overcome poverty and suffering; To advocate and campaign for policy, knowledge, attitude and practice change to help achieve Oxfam’s strategic change objectives.
Program Officers are not attached to a single project or to a specific donor, the candidates should be ready to work for different projects at same or different times. He/she is expected to bring and gain thematic expertise to work on a variety of projects in the framework of a larger program.

Key Responsibilities and Accountabilities

  • Contribute to the annual planning and budgeting of the programs and projects.
  • Support partners in program/project development and implementation through technical advice on participatory community engagement, develop and maintain relationship with local partners and authorities.
  • Build capacities of partner organizations to conduct participatory analysis and planning.
  • Work with partner organizations to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate training sessions and follow up with impact of the training.
  • Contribute to writing program learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the program.
  • Actively contribute to fundraising activities.
  • Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the program, and work with partners for conducting baseline surveys, progress monitoring events, producing progress reports and final reports.
  • Monitor program spending, review financial reports prepared by partners, and facilitate auditing of fund usage in cooperation with the Financial Program Officer.
  • Ensure internal and external reporting is done as per the agreed timeline and requirements.
  • Actively network with relevant government agencies, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
  • Act as Oxfam’s representative at provincial or/and national(s) level as required;
  • Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
  • Take lead in one or more programmatic themes (to be agreed with line manager); Support other Oxfam teams in integration of your program issues in their work and facilitate learning activities to strengthen capacities among the Oxfam team.
  • Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programs in Egypt

Required Technical Skills, Experience & Knowledge

We offer

You will be contracted by Oxfam Novib according to Tunisian labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer an employment contract for one year with the possibility of extension.

Critères d'éligibilité

  • University degree/post graduate, preferably in a relevant field (social science, political sciences, development, women’s studies, social geography etc)
  • Sound experience in program management and negotiation with participatory approaches.
  • Sound experience in resource management e.g. people, finances, assets.
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training and IEC materials, advocacy and inter-agency networking and coordination
  • Sound experience in managing and monitoring development projects, including partnership management
  • Sound experience in capacity building and good facilitation skills
  • Good analytical thinking skills and abilities to influence others.
  • Good social and intercultural skills.
  • Good written and spoken English and Arabic. French language skills are an asset).
  • Good computer skills (writing and spreadsheet programs)
  • Readiness and ability to travel to Egypt on a regular basis
  • Specific experience in monitoring and evaluation is an asset.
  • Knowledge of development issues and familiarity with innovative approaches to address the related problems
