Consultancy purpose

To provide direct support to the Oxfam Country Office program staff in the development of the programs MEAL frameworks and action plans as well as in the development of the overall Monitoring, Evaluation Accountability and Learning (MEAL) framework for the country office in general.

Conditions

  • Type of contract:  Consultancy Contract
  • Contract Duration: Three months (renewable depending based on need, performance and funding)
  • Location: Based in Tunis, Tunisia
  • Fees & Conditions: Negotiable within the Oxfam budget and policies
  • Starting date: As soon as possible
  • Reporting to: Country Director (CD)

Main Tasks and Responsibilities

  • Under the supervision of the CD, work closely with CO team to develop the CO MEAL overall framework and plan; during the contract term, ensure that its implemented and adapted as needed following lessons learned from implementation or changes in the intervention logic and/or context.
  • Work closely with the CO program team to design and develop MEAL frameworks that are specific for each program.
  • Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas
  • Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the programs’ output, outcome and impact.
  • In collaboration with Program team and together with MEAL officer; develop impact indicators and empowering methods of measurement –such as participatory action research, most significant change stories, constituency feedback committees, etc.
  • Oversee and support the preparation of high-quality reports/ program documentation/ learning and support its dissemination among key stakeholders in projects and programs, including other Oxfam countries, community and peer organizations, government agencies, universities, development organizations, donors, and the larger public.
  • Support the ‘program team’ in assessing partners’ MEAL capacities and needs; develop a capacity development plan; provide support to partners capacity development where it’s possible.
  • Mentor and train the country program team on program standards and on knowledge, skills and competencies necessary for effective monitoring, evaluation, learning and accountability.

Critères d'éligibilité

  • A Master’s degree or equivalent experience in development, social science, or other relevant fields
  • Knowledge of social research methodologies and techniques with proven ability to manage and analyze data sets
  • A minimum of five years of progressively responsible professional working experience in development especially in the area of monitoring and evaluation, working with learning initiatives
  • Proven experience in research and program development and management in MENA region; with focus on Egypt
  • Strong skills of professional writing, facilitation, communication, data management and analysis, knowledge management, research and development, and M&E
  • Knowledge and understanding of the rights based approach to development
  • Excellent command of written and spoken English and Arabic
  • Strong understanding and experience in policy and advocacy, international development, governance, gender equality, or related field
  • Experience of working in the field of resource development, writing proposals and concept notes, reporting to donors and different constituencies
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions
