Consultancy purpose
To provide direct support to the Oxfam Country Office program staff in the development of the programs MEAL frameworks and action plans as well as in the development of the overall Monitoring, Evaluation Accountability and Learning (MEAL) framework for the country office in general.

Main Tasks and Responsibilities
- Under the supervision of the CD, work closely with CO team to develop the CO MEAL overall framework and plan; during the contract term, ensure that its implemented and adapted as needed following lessons learned from implementation or changes in the intervention logic and/or context.
- Work closely with the CO program team to design and develop MEAL frameworks that are specific for each program.
- Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas
- Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the programs’ output, outcome and impact.
- In collaboration with Program team and together with MEAL officer; develop impact indicators and empowering methods of measurement –such as participatory action research, most significant change stories, constituency feedback committees, etc.
- Oversee and support the preparation of high-quality reports/ program documentation/ learning and support its dissemination among key stakeholders in projects and programs, including other Oxfam countries, community and peer organizations, government agencies, universities, development organizations, donors, and the larger public.
- Support the ‘program team’ in assessing partners’ MEAL capacities and needs; develop a capacity development plan; provide support to partners capacity development where it’s possible.
- Mentor and train the country program team on program standards and on knowledge, skills and competencies necessary for effective monitoring, evaluation, learning and accountability.
