OXFAM IS LOOKING FOR AN “INFORMATION TECHNOLOGY OFFICER (ITO)”

Job Purpose

Working with the Corporate Group ICT and other ICT colleagues throughout our office, driving the use of technology in the organization, providing effective IT systems, assisting in developing and implementing IT standards and policies, and providing technology support and solutions to meet the needs of the Oxfam office in Tunisia.

The ICT Officer will coordinate all local activities with regard to the overall technology infrastructure for the Tunisia Office including planning, implementation and management of the software applications and hardware infrastructure that support operations. The ICT Officer will be involved in systems administration including: general computer support; upgrades; software installations; cloud services; license management; server set up and management; network and printer support; deployment of equipment; management of inventories; end user support.

S/he will be in charge of providing end-user training on the Oxfam ICT systems. The ICT Officer may also be responsible for managing or contributing to various IT projects. This may include: coordinating a premises move and planning the related IT infrastructure; assessment of applications and technology; formulating and presenting solution options to various levels of management; influencing and advising on the equipment or software selection process; overseeing implementation of Oxfam ICT systems and key project deliverables.

  • Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia
  • Reporting line: Business Support Manager

  • Starting date: 1st of November

Key Responsibilities and Accountabilities

  • Providing detailed technical expertise normally over a wide range of topics
  • Coordinating the flow of work within a group of people for specific tasks
  • Communicating with internal staff and external contacts to support the functional business needs
  • Following an established pattern to solve a variety of problems, some of which are well defined but with new problem solving to be attempted and referred upward if necessary
  • Undertaking work as defined by departmental objectives. Impact is significant across a department and/or limited across Oxfam at all levels.
    • A. Information technology
      • Equipment:
        • Configure and deploy new and refurbished workstations, laptops and peripheral equipment
        • Install, troubleshoot, repair, update and maintain workstations and laptops
        • Install, maintain, and troubleshoot printers/copiers as well as manage toner requests
        • Setup and support audio/visual equipment for presentations and trainings on and off site
        • Install and configure peripherals including scanners, external drives, monitors and other peripheral hardware
        • Removal/disposal of non-functional equipment.
      • Software:
        • Provide software and system troubleshooting and support
        • Install, maintain, troubleshoot, and update operating systems and user applications
        • Assure that all software on Oxfam equipment is licensed and keep record of licenses
        • Track license and support contracts to include notification of renewal timeframe to management.
      • Network:
        • Monitor network to ensure network functionality and availability to all system users
        • Install, maintain, troubleshoot, and repair cabled, wireless and other network infrastructure
        • Support existing/new server/s and administer access rights for all users in the office.
      • Security:
        • Maintain local and server based anti-virus software
        • Inform and train users and management in how to adhere to Oxfam global and local security ICT policies
        • In case of virus infection clean out affected equipment.
      • Users:
        • Ensure computer is set up prior to new hire start date and any related moves
        • Handle the relocation of computer equipment as a result of office or personnel changes
        • Request and setup new user accounts and email accounts in collaboration with Corporate Group ICT – Netherlands)
        • Troubleshoot, and repair user accounts and email accounts, assist in resetting passwords.
      • Systems Planning:
        • Participation in research and recommendation of improved infrastructure (mainly cloud based solutions) processes and technologies to include growth planning
        • Provide procurement assistance including, but not limited to, researching solutions, engaging with potential vendors, making recommendations for product purchases and evaluating bids
        • Test new equipment and applications and provide thorough feedback.
    • B. Management of Vendor Services
      • Work directly with vendors to schedule repairs and maintenance
      • Request and evaluate services with vendors and service providers
      • Work with ISP and other outside vendors to ensure dependable operations
      • Work with vendors and vendor supplied systems to track service requests through to completion.
    • C. Training
      • Train new and current employees on computer software and ICT systems
      • Create materiel and presentations for trainings and reports
      • Assess user capacity and suggest trainings and areas in need of improvement.
    • D. Routine Administrative Tasks
      • Create and maintain inventory, which may include hardware, software and various items such as laser printer cartridges and peripheral equipment
      • Maintaining documentation of processes, procedures, and troubleshooting guides.
      • Monitor and report ICT expenses
      • Assist with preparation of operating budgets based on estimated and actual expenditures for ICT systems and support needs
      • Keep ICT equipment, storage area and work area clean and organized.
    • E. Oxfam General
      • Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work. With support from technical advisors and program service staff as needed
      • Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

Critères d'éligibilité

  • Minimum 5 years of relevant experience within the ICT technical field
  • Effective written and oral communication with ability to produce reports and present solutions
  • Fluency in English and French; good written and spoken knowledge
  • Bachelor’s degree or higher within information technologies, or substantial working experience within relevant fields and have obtained and maintained relevant certificates
  • Experience in supporting Windows server computing environment, specifically Microsoft Active Directory and Group Policy Object management
  • Knowledge and working experience in Windows Server 2008R2, Windows Server 2012R2, Windows 7, and Windows 10
  • Knowledge and experience in SCCM software distribution
  • Knowledge and working experience in Microsoft Office 2007, 2013, and 2016
  • Knowledge and experience in Office 365, BOX and other cloud solutions
  • Knowledge and working experience in VMware
  • Knowledge and working experience in network firewalls, routing and switches
  • Knowledge and working experience in network virtualization
  • Knowledge and working experience in power backup solutions
  • Knowledge and working experience in IT
  • Affinity with ITIL service management and the use of ITSM Service Desk software to process incidents, service requests and changes
  • Ability to work independently to troubleshoot, perform root cause analysis, identify and isolate technical issues
  • Willing to take ownership of issue analysis and resolution efforts and commit to 'doing what it takes' to resolve technical issues regardless of the effort or timeframe required
