To coordinate all Human Resources’ (HR) work and needs in line with Oxfam HR policies, system and practices. The HR Officer, together with the Country Director (CD) and other relevant team players, will coordinate and maintain the office HR system, design HR plans and strategies, administration tools, oversee the recruitment processes and maintain all HR contracts, organize inductions, and maintain organizational HR standards at all levels.
• Develop – in cooperation with the CD – and implement a quality HR administration system (procedures and tools) for monitoring contracts, leave, payments, etc. as well as all HR performance review and capacity building processes.
• Maintain and update the HR administration system to ensure full compliance with Oxfam HR policies and systems as well as the national laws and proper harmonization with all other support services at the Country Office.
• Prepare, with the CD, and administer all employment contracts and non-program-related consultancy agreements.
• Support the CD in keeping a timely planning of performance reviews by responsible line managers. Where applicable, assist staff in working with the feedback tool.
• Under the supervision of the CD, give input for the regular review of the NSTC and Salary Scale, where needed. Update the CD & Oxfam Novib HR on matters of national labor laws.
• Ensure that all staff have good understanding of the NSTC and other HR related policies.
• Coordinate the recruitment process: develop and update job descriptions and adverts, ensure efficient publication, receive and file applications, ensure effective shortlisting and selection processes take place, plan and facilitate interviews schedule, participate in interview panels, support in developing job offers, etc. Ensure that appropriate reference checks are made and ensure proper filing of recruitment documents.
• Support the CD and CMT (Country Management team) with employee relations’ cases including grievances, disciplinary procedures, performance issues, redundancies and dismissals.
• Ensure exit interviews are carried out with all staff leaving Oxfam, undertake the analysis of information provided and present to CMT on a quarterly basis.
• Works in close collaboration with and support the Oxfam HR departments on the application of Oxfam Novib HR standards and responsibilities, and with MENA regional HR Manager on regional HR cases.
• Assist in research, and collating information needed for strategic planning for the country program and HR strategy.
• Where required, deliver internal sessions and workshops on HR policies and procedures for the staff.
• Provide support and capacity building to partner organizations in the area of HR administration and HR management as required.
• Pro-actively advise all managers and staff on Oxfam HR policies, conditions of employment, staff handbook, performance management, learning and development, and ensure proper application.
• Ensure having and disseminating the latest information on HR policies, conditions of employment, learning and development opportunities.
• Analyze and review the Country office’s compliance with local laws (e.g. tax registration and labor laws) and all leases. Ensure proper documentation and management of all contracts concluded by the office.
• Create and regularly maintain and monitor the team ‘learning and development (L&D)’ system and plan that are based on annual performance reviews as well as regular communication with managers and staff. Ensure CD and managers’ sign off on the plan which should include both internal and external learning opportunities.
• Launch, support and monitor key HR processes such as performance review, recruitments, induction, capacity building, and others.
• Work closely with all Managers to ensure all HR related processes, such as recruitment, performance review, capacity building, induction, etc. are in line with Oxfam policies and procedures.
• Coordinate and ensure the delivery of core institutional information and input needed from the wider Oxfam structure (EA & OI as well as the PAs).
• Actively attend in staff meetings the Finance team meetings and all staff meetings.
• Actively attend CMT meetings, when requested.
• Manage and maintain an effective HR filing system, staff lists and records, both electronically and in hard copy, with proper files for all personnel and consultants in accordance to HR policies and procedures.
• Keep up to date with learning opportunities within Oxfam as well as initiate contacts with (inter)national training institutes and where relevant, provide information managers and staff on L&D opportunities, including courses available on-line (E-learning), information on managing people in Oxfam.
• Support the ‘Admin & Procurement Officer’ in the relocation of expat staff and/or visitors (search for accommodation, arrange security assessments, tracking of shipment of luggage, arrangements of visa etc.).
• Responsible for the daily administration of staff, such as accepting reports of absence and recovery, informing the team, etc.
• Keep all relevant managers updated on staff’s probationary periods and contract expiry dates.
• Provide monthly HR management information updates and reports when required.
• Ensure accurate administration of all staff benefits including medical benefits.
• Process medical claims, coordinate with the insurance company re staff claims reimbursements.
• Assist in ensuring that minimum health and safety requirements are being adhered to.
• Assist in organizing workshops for staff internal learnings on various systems and topics.
• Assist in ensuring that minimum health and safety requirements are being adhered to.
• Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.
