For the start of its new project, Oxfam is looking for 2 Finance Officer (FO)
Objectives of the position
To provide for the financial aspects of the country portfolios, the implementation and monitoring of the financial aspects of the assigned Special Projects, the management of the financial risks and opportunities, and to provide for the appraisal and analysis of the necessary financial aspects of proposals and reports for back-donors.

Main tasks of the position
- Manage the budget and activity costs budget for specific projects and contribute to project work, ensuring adherence to donor requirements and audits.
- Provide financial oversight and monitoring to partners in line with Oxfam, donor requirements.
- Handling finance related queries regarding external Donors and related projects.
- Communicate with various partners; ensure receipt of timely financial and progress reports & ensures donor compliance and eligibility of expenses.
- Take pro-active measures to ensure this.
- Check and appraise the financial and audit reports of partners; communicate on the findings with the Project Coordinator and partners, and where necessary make proposals for follow-up.
- Together with the Project Coordinator, check and appraise the organizational structure, the (Financial administrative) capacity and the management systems of the counterparts. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening.
- Provide capacity building support to partner organizations and finance staff of country offices where required.
- Draw up the budget for project proposals on the basis of the intended project activities.
- When a project is approved: prepare the financial management reports in line with the standards of the back-donors, including an analysis, and submit them to the project leader for his/her approval.
