Job Description

Team purpose

To provide adequate financial oversight and support for a number of projects and partners related to our “Economic Justice” thematic focus, through working with the relevant Program Team/s. The FO is responsible for ensuring the fulfilment of Oxfam and our Donors’ financial policies and requirements, the existence and application of efficient and transparent financial systems and practices (internally and externally), and that both relevant staff and partners have the required fulfil their parts, from a financial aspect and risk management, efficiently.

Post Conditions

  • Type of contract: Fixed term contract
  • Contract Duration: One year (renewable depending on staff performance and the availability of funding)
  • Working hours: Full time (40hours/week)
  • Location: Based in Tunis, Tunisia
  • Salary & Conditions: Local Contract; according to Oxfam Salary scale and HR policy and conditions in Tunisia.
  • Starting date: as soon as possible
  • Reporting to: Finance Manager

Job Purpose – Key Responsibilities and Accountabilities

  1. Manage the budget and activity costs budget for specific projects and contribute to project work, ensuring adherence to donor requirements and audits.
  2. Provide financial oversight and monitoring to partners in line with Oxfam, donor requirements.
  3. Handling finance related queries regarding external Donors and related projects.
  4. Communicate with various partners; ensure receipt of timely financial and progress reports & ensures donor compliance and eligibility of expenses. Take pro-active measures to ensure this.
  5. Check and appraise the financial and audit reports of partners; communicate on the findings with the Program officer and partners, and where necessary make proposals for follow-up.
  6. Together with the Program Officer, check and appraise the organizational structure, the (financial administrative) capacity and the management systems of the counterparts. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening.
  7. Provide capacity building support to partner organizations and finance staff of country office where required.
  8. Draw up the budget for project proposals based on the intended project activities. When a project is approved: prepare the financial management reports in line with the standards of the back-donor
  9. Liase and collaborate with all relevant staff and parties within Oxfam where and as needed.
  10. Represent Oxfam Egypt when and if requested by CD.

This job description may be modified in accordance with the activities or the evolution of operational needs.

Critères d'éligibilité

  • Bachelor’s degree in finance or related degree. (Essential)
  • At least three years’ experience in similar position and responsibilities (Essential)
  • Excellent computer skills, especially Excel and Advance Excel. (Essential)
  • At least, good knowledge and understanding of the development sector and the work of local and international NGOs. (Essential)
  • Excellent communication and interpersonal skills, with peers and partners. (Essential)
  • Proven agility and flexibility. (Essential)
  • Ability to work in a matrix work environment. (Essential)
  • Aptitude to learn quickly and to share learning with colleagues and partners. (Essential)
  • Ability to handle multiple priorities and to work under pressure and with tight deadlines. (Essential)
  • Excellent written and spoken English. (Essential)
  • A team player, who works well in a multi-cultural environment, and communicates readily with colleagues and partners. (Essential)
  • High level of integrity and accountability. (Essential)
  • Proficiency in numeracy skills and experience using a computerized financial management information system preferably Past Pays attention to detail. (Essential)
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions. (Essential)
  • Experience in the development sector with local and international NGOs. (Desirable)
  • Written and spoken Arabic; French is a plus. (Desirable)
  • Experience to work in remote and in complex security environment. (Desirable)
  • Good understanding of local legal regulations on accounting, tax, auditing, etc. (Desirable)
  • Good training and coaching skills. (Desirable)
  • Leadership skills and capacity to think strategically. (Desirable)
