ENGAGEMENT IN Tunisia

 

Oxfam in Tunisia

Oxfam has been present in the Maghreb region for decades, working closely with national civil society organizations. Following the uprising, Oxfam established an office in Tunisia in early 2012 to support the movement of civil society in the region and in Tunisia, including women’s rights. Oxfam wants to encourage the participation of the younger generation in public processes and decision making by supporting youth associations movements emerging across the country. Oxfam puts women’s rights at the core of what we do and is deeply convinced that gender equality is essential to achieve democratic transition.
By promoting democracy and active citizenship, Oxfam’s goal is to promote social and economic rights through capacity building and support for the new democratic institutions. Oxfam also considers it essential to ensure free and secure access to information in order to promote active citizenship.

Context of the mission

Funded by the Ministry of Foreign Affairs of Denmark under the Danish-Arab Partnership Programme (DAPP), Oxfam has a contract with DAPP to implement the “Youth Participation and Employment” (YPE) engagement under the thematic programme on Economic Opportunities – Youth Participation and Employment in Tunisia (2017-2022). The intermediate objective of the YPE engagement is to contribute to enhanced Inclusive youth participation and employment opportunities, through assuring an economically empowered and well developed inclusive youth sector.
The YPE engagement in Tunisia is targeting young women and men aged 18-35. Currently implemented in close partnership with local civil society organizations and other key actors in Tunisia, the YPE engagement in Tunisia aims to achieve the following outcomes:

  • Outcome 1: Life and technical skills for youth to actively engage in society enhanced through partnerships
  • Outcome 2: Organizational capacity of institutions, private sector, entrepreneurs and communities for support to youth enhanced through partnerships
  • Outcome 3: Advocacy and dialogue between youth, public and private institutions and business enhanced through partnerships

In this context, Oxfam intends to commission a national baseline study and sector analyses of the three target sectors of focus in this project: agriculture, craft and constructions

The purpose of the mission

The overall objective of this research is to map economic opportunities, using a gender lens in the three target sectors so we can redirect the beneficiaries (individual entrepreneurs, MSME’s and cooperative)  toward those opportunities. The project focus regions are, but not limited, to Jendouba, Tunis, Sfax, Gabes, Kasserine, SidiBouzid, Tozeur with possible work on other regions in the upcoming years of the project implementation.

The mission of the Consultancy

Identify economic opportunities in the three target sectors (Agriculture, Construction and craft), in the target areas of intervention, with higher potential for employment in each of the targeted project sites specifying the domains for development and available economic opportunities within these sectors and domains (context trends), specifically focusing on the following questions. Focusing both on employability and entrepreneurship, questions could be (but not limited to):

Context diagnosis:

  1. What are the main drivers and trends for employment in the three targeted sectors?
  2. What are the existing social and cultural barriers that impact youth active participation in the target sectors?
  3. Are there any gender based discriminations or barriers in those sectors ? and what are the main obstacles that impact women’s active participation in the target sectors ?
  4. What are the current working conditions including occupational health and safety measures and practices in the pre-identified economic sectors? Are they aligned to sexo-specific needs ?
  5. What are the political social and economic factors influencing positively or negatively employment opportunities in these areas/sectors?
  6. What are the current policy reform agendas, including civil society, government and donor’s involvement?
  7. Examine existing public/ private partnership and its relevance to the current economic and social dynamic.
  8. Identify the corporate social responsibility programming and possibilities and prospects.
  9. Specify existing fellowship, shadowing mentoring, internship, apprenticeship opportunities which support youth employability and through which modalities;
  10. Identify efforts related to vocational training /jobs, MSMEs development and key barriers to access to labour market especially for women;
    Supply and demand of labor:
  11. What are the competencies, skills and knowledge of youth seeking job opportunities in these areas and sectors?
  12. What are the needs of employers or market and skills required for job seekers?
  13. In terms of skills and working conditions, what are the employer’s perceptions towards employment of youth. Are there any differences between men and women ?
  14. Opportunities : Concrete quick wins to be explored in the three target sectors
  15. Which indicators would enable to measure progress across 5 years of project implementation?
  16. Existing working conditions and wage level for youth and , women participation;

The consultancy should be based on a specific methodology balancing different data collection and analysis tools, facilitation methods to cover the overall spectrum of information required. The consultancy will also put forward human rights and gender principles in the analysis, and use decent work standards in the assessment of opportunities identified in the three target sectors.
The overall outcome of this research is to serve as a baseline for the overall YPE engagement, identify indicators and reference values to be included into the overall results framework of YPE in Tunisia.

Proposed Timeframe

Approximately 60 working days is expected to be allocated for this work, though this will depend on the sample size required for data collection. The consultancy should commence by September 2018 following stipulation of contract with the successful applicant. Expected date for report final delivery is end of December2018.

Evaluation Criteria

The proposal will be evaluated according to the following:
Cost/financial proposal: 30%
Budget estimation: Reasonable budget for the proposed goals and activities and proper budget breakdown
Technical proposal: 70%

  • Completeness of the Proposal: Outline of the Study, Methodology, Timeline, Expected output(s) (20%)
  • Capability: relevant experience of the team who will be conducting the research (15%)
  • Clarity of the proposal : is the proposal clear and well drafted? (5%)
  • Feasibility: feasibility of the proposed approach and research methods, is the proposed work realistic? (10%)
  • Research merit: research demonstrates alignment between the objectives, questions, methodology and methods, and that these are appropriate to the research context (10%)
  • Applicability and Relevance: Is it aligned with research priorities, objectives and context (10%).

شروط الترشّح

  • The consultancy firm/consultant(s) is required to have post-graduate qualifications in Social Economical Studies related to economic and social development and /or measurement and evaluation with a focus on community development, or an equivalent combination of credentials, knowledge, skills and abilities related to community development research;
  • Minimum 5 years relevant field experience either within or in engagement with relative programmatic areas, particularly in the three target sectors;
  • Experience in conducting research in community development issues, preferably related to gender, social and economic development;
  • Proven experience drafting baseline studies, monitoring and evaluation missions and reports
  • Experience in interviewing techniques and qualitative and quantitative research;
  • Excellent Knowledge of the development issues affecting the country including gender;
  • Excellent drafting, presentation, communication, analytical and computer skills including excel, power point and word, to include data visualization;
  • Demonstrated experience in leading gender sensitive assessments, including conducting assessments in transitional contexts and with established assessment and analytical tools;
  • Experience working with diverse groups of stakeholders including INGOs, NGOs, private sector and government authorities;
  • Excellent written and verbal communication skills in French, Arabic and English.
