Oxfam is looking for a Business Development & Funding Coordinator

Objectives of the position

Based on Oxfam’s strategies in Tunisia and Egypt and in accordance with the Oxfam 2020 vision, the Business Development and Funding Coordinator (BDFC) will support the Country Directors of Tunisia and Egypt in providing strategic leadership on resource mobilisation for the 2 countries and with relevance to the two different contexts. S/he will lead on the new business development effort; developing and implementing the country’s resource mobilisation strategies, building and maintaining partnerships with donors and civil society stakeholders, identifying new funding opportunities, contributing with the program team to developing innovative and high-quality programs for submissions to donors,
In addition, the BDFC will contribute to addressing key financial and reputational risks, and ensuring that there are strategies in place to maintain adequate skills and capacity, staffing and income within the portfolio of countries in the region through (national, multi country or global) funding opportunities and consortium partnerships.

The BDFC will be expected to work across the confederation of OI affiliates in achieving the countries’ funding strategies and be the primary link for accessing technical fundraising assistance and support from the confederation’s fundraising architecture and especially all the (current and potential) Partner Affiliates of countries both at global and at regional MENA levels.

Post Conditions

Type of contract: Fixed term contract

Contract Duration: One year (renewable depending on staff performance and project funding)

Working hours: Full time (40hours/week)

Location: Based in Tunis

Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia.

Reporting line: Tunisia & Egypt Country Directors

Starting date: As soon as possible.

Main tasks of the position:

  • New business development and strategic donor engagement: (25%)

Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s programs in country. Seeks to grow income for the countries and for the confederation through funding opportunities and scoping new consortium partnerships with stakeholders at national, regional and global levels. Ensures the building and management of Oxfam’s relationships with institutional donor representatives within a country and multi-country context, building on Oxfam’s track record and reputation. In close cooperation with the CD and the Programs Manager, proactively engages on a strategic basis with institutional donors in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding. In coordination with the Media Communications officer, support visibility in order to positively influence Oxfam’s strategic and operational positioning, and thereby contribute to an effective and proactive fundraising.

  • Resource mobilization strategies: (25%)

Leads the design and implementation of country resource mobilization strategies intended to strengthen income and partnerships to deliver the country strategies. Identifies funding opportunities for the country programs with institutional and other donors, makes proposals on how to seize them, facilitates interaffiliate negotiations on prime applicant selection and supports the CD for the final decision. Ensures that the country programs are adequately resourced. Monitors the funding pipeline and leads on income planning and forecasting at national level in link with the region. Collaborates to support confederation public fundraising by effective matching of program needs within the country to affiliate based public fundraising efforts. Monitors the field office’s performance on fundraising and, in consultation with the Institutional Funding Units at PA level, provides the field office input into relevant monitoring tools and systems.

  • Bid development: (30%)

Prepares all necessary groundwork for proposal development and bid management, helps assemble bid development teams, provides effective bid project management and undertakes quality assurance and compliance check of donor proposals to ensure high quality competitive proposals in order to successfully secure institutional donor funds at scale. Potentially contribute if needed in editing proposals in coordination with program staff. In consultation with relevant staff, take part and potentially lead in negotiations with donors in acquisition phase. Oversee and accompany programme staff around contract management and report development, and lead on Inception Workshops for grants/contracts.

  • Coordination: (15%)

Co-ordinates business development and funding activities with relevant Oxfam staff in country and at regional level as well as with Oxfam affiliates at HO, and reports on progress to the Senior Management Team (SMT). Supports staff to adhere to funding policies and guidelines of the confederation. Links with the confederation funding architecture to access intelligence, opportunities and skills. Brokers and streamlines assistance from donor account managers in affiliate HQs and shared services and builds collaborative relationships with these. Participates and actively engages in relevant regional Funding bodies. Together with the program team in country, coordinates submissions, including multi-country and multi-affiliate submissions. This includes leading proposal development processes, ensuring inclusive and quality risk assessment, quality program, design, narrative and budget development and internal approval. Act as the focal point for Tunisia and Egypt for regional/global submissions.

  • Management (5%):

Participate in the country Senior Management Team (SMT), ensuring a consistent standard of excellence in resource mobilization and business development. Advises management as needed on recruitment, risk identification, skills training and capacity building.

Critères d'éligibilité

  • University level education in a relevant field [Essential]
  • Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency like Oxfam [Essential]
  • At least, general knowledge and understanding of the region’s context; preferably previous experience in working in/on Egypt and Tunisia and good knowledge of key development and transition issues in the MENA region [Essential]
  • Demonstrated ability to devise and implement resource mobilisation strategies [Essential]
  • Proven ability to identify new business opportunities and partnerships [Essential]
  • Experience of working with and coaching technical teams to develop complex program proposals that are funded by institutional donors [Essential]
  • Strong networking, representational, and negotiation skills [Essential]
  • Ability to work effectively with others in a team across institutional boundaries and business units. [Essential]
  • Proven ability to utilise talent and expertise of team members to achieve objectives [Essential]
  • Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment [Essential]
  • Experience of skills capacity building in relation to programme funding or related field [Essential]
  • Superior verbal and written communications skills in English and French with ability to analyse and synthesise complex issues [Essential]
  • Good familiarity with government decision-making processes, both political and technical, including budget processes, appropriation, protocols, and communications [Essential]
  • Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs [Essential]
  • Ability to make effective, timely decisions and take prudent risks [Essential]
  • Excellent computer skills, including various office applications and internet navigation [Essential]
  • Solid understanding of a rights-based approach and experience in the NGO sector [Essential]
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions [Essential]
  • Good knowledge and awareness of issues related to Oxfam’s strategic objectives and theories of change [Desirable]
  • Experience with EU guidelines and procedures [Desirable]
  • Knowledge of Arabic [Desirable]
