Consultancy purpose

To support the Oxfam Country Office in developing and advancing their advocacy and influencing strategy, plans and practices

Conditions

  • Type of contract:  Consultancy Contract
  • Contract Duration: Three months (renewable depending based on need, performance and funding)
  • Location: Based in Tunis, Tunisia
  • Fees & Conditions: Negotiable within the Oxfam budget and policies
  • Starting date: As soon as possible
  • Reporting to: WIN coordinator

Main Tasks and Responsibilities

Over the duration of the contract, the Advocacy and Influencing Consultant is expected to provide support to the team and programs by focusing on:

  • Developing an advocacy and influencing strategy for the Country Office with the support of the WIN coordinator and together with the team in line with Oxfam advocacy and influencing policies and global and regional steers.
  • Developing an advocacy and influencing plan as well as integrating advocacy and influencing interventions across the different programs and in line with the Country Office overall strategic vision and strategy as well as the different donors’ requirements.
  • Assisting in setting short and long-term strategic planning to ensure successful implementations of the different influencing plans developed, that future programmatic decisions are in line with strategic campaigning / WIN objectives and to achieve influencing impact across whole country programme portfolio.
  • Providing guidance and support to the Program Team to support partners’ efforts in setting and advancing their Oxfam related influencing interventions, strategies and plans.
  • Assisting in mapping, analysing and identifying relevant advocacy and influencing targets and opportunities at the local, national, regional and international levels that are in line with the Country Office priorities and areas of work as well as in consideration to the civic space context in country.
  • Making strategic links between key national issues and relevant regional and global trends and its relevance to country programme as well as identifying strategic links between influencing interventions across the different Oxfam programs to ensure Oxfam programs, policy and research work together deliver positive change.
  • Assisting, with the help of relevant staff, to develop new areas of policy research and innovative advocacy & campaigning techniques in the rapidly changing national political shifts and shrinking space for civil society as well as with connecting to Oxfam International ongoing influencing campaigns and efforts.
  • Advising on shaping and delivering work, which has a significant impact on Oxfam’s publicimage – at national and international level – and requires sensible judgments and compliancewith Oxfam’s policy and procedures.

Critères d'éligibilité

  • University degree in a relevant field (social sciences, political sciences); or equivalent work and field experience
  • A minimum of 5-7 years of experience in a similarly demanding position, preferably in a related field and in similar organizations
  • Flawless communication and writing skills and the ability to read/write/speak in both English and Arabic
  • Prover track records of products
  • Strong knowledge, experience and understanding of the region, and Egypt in particular, and ability to analyze patterns and trends in relation to political, social and funding conditions in the country
  • Highly developed strategic planning skills with ability to influence program’s overallstrategies
  • Excellent understanding of power, politics and social change in the context of the country
  • Excellent communication and influencing skills, with experience of external representationstrategies, lobbying, networking and advocacy
  • Able to understand highly complex issuesand translate them into simple, workable actions and plans
  • Relevant experience and proven track record in producing and managing high-quality researchand policy papers, including managing commissioned researchers and writers and ensuringhigh standards of delivery
  • Ability to work under pressure, prioritize, meet deadlines, and hold self and others to account
  • Knowledge of—and commitment to—international development and a strong understanding of Oxfam’s mission and vision
  • Understanding and experience of managing diverse partnerships with civil society, privatesector, governments and international organizations
  • Demonstrable people and budget management skills
  • Demonstrable commitment and sensitivity to gender issues, with ability to address gender andwomen’s rights in the design/ delivery of influencing work
  • Experience of working in insecure highly complex politicalenvironments and of implementing security policies
  • Well-developed ability to motivate and persuade at high levels (for organizational change)
  • Excellent inter-personal and collaboration skills, particularly in cross-cultural contexts
