About OVC

Will and Citizenship Organization (OVC) is a youth-led NGO that was created in May 2012, and granted a visa on June 5th, 2012. The OVC is an association located in the South East of Tunisia, Gabes but has a regional geographical reach, specifically the region of the South of Tunisia.The NGO has been working on supporting the democratic transition, human rights and the rule of law in Tunisia through:

• Defending and promoting Human Rights and the citizenship concept through providing training workshops for young activists;
• Launching training workshops for elections observers;
• Spreading awareness and carrying out advocacy campaigns about Citizenship, Human Rights, Environmental issues, OpenGov, transparency and corruption;
• Empowering marginalized youth and women in rural areas through social entrepreneurship programs.

The Programme

The project aims to engage the youth from southern regions to participate in the upcoming elections and empower young independent candidates and youth from the civil society organizations.

The program will (1) build the capacity of 65 young CSOs representative on advocacy techniques and electoral processes; (2) reach and educate face-to-face 9750 individual on civic engagement; (3) reach and educate 78,000 individual online on civic engagement; (4) train and prepare 75 independent candidates for the legislative elections; (5) reach and educate 7000 individual on civic engagement through radio shows; (6) conduct and publicize a study report on youth political participation.

Key responsibilities/accountabilities:

• M&E Consultant’s role to design qualitative and quantitative KPIs to measure the success of the project implementation. To monitor the project’s progress, OVC will be devoting a human resource to serve as M&E Consultant;
• The M&E Consultant will be putting in place a project implementation guide from the onset of the project. The guide will define the project’s SOW, KPIs, staff requirements, risks, contingencies plan, schedule, roles & responsibilities, schedule milestones, quarterly reviews dates, etc;
• The M&E consultant will put into place internal Weekly Report and monthly Weekly Reports;
• A qualitative M&E report will be drafted by end of the programme, which will be based on the findings of a survey that the M&E advisor will be conducting with participants and beneficiaries in Gabes, Medenine, Tataouine, Tozeur, and Kebelli.
