Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN organization in the field of migration works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. The Regional Development and Protection Programme North Africa – Development Pillar (RDPP NA), funded by the European Union and implemented by IOM, is a regional project aiming to strengthen the resilience of communities, support social cohesion between migrant and host communities, as well as improve the realization of the rights of migrants. It also aims at enhancing livelihood opportunities within the five target countries (Algeria, Egypt, Libya, Morocco, and Tunisia).
The incumbent will support the RDPP NA DEV Regional Senior Project Manager to design and implement the Tunisian specific project activities.
The successful candidate will be responsible for:
1. Work on advocacy for policy, legislative and practice changes on migrants’ integration in Tunisia.
2. Contribute to the identification of gaps and responses (including community-driven sustainable livelihood and employment promotion, creation and retention, self employment, as well as non-discrimination) to support economic development and social cohesion among migrant and host communities in Tunisia.3. Suggest ways to develop and implement the grants distribution process in Tunisia.
4. Support the regional grants officer to oversee the development, tracking and control of the grant proposals, ensuring that all processes follow EU regulations and IOM policies and procedures. Identify and make recommendations for the resolution of potential challenges.
5. Draft grants agreements, ensure the proper filing of grant support documents, and ensure required documentation completion as per the agreement and guarantee diligent follow-up on grant reports.
6. Conduct regular site visits for support and coaching of grant recipients in order to ensure recipient organizations’ compliance with programmatic and financial rules.
7. Establish and maintain a bi-monthly reporting system of programmatic activity and grant expenditure updates for the IOM office, the donors and other counterparts as
required.
8. In coordination with the Regional Senior Project Manager, participate in the identification of new programme and project possibilities in Tunisia, taking into account identified needs, expressed government interests, and donors’ priorities, and in line with IOM’s mandate and strategy.
9. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required.
10. Undertake duty travel related as required.
11. Perform any other duties as may be assigned.
