The new Tunisian Constitution of 2014 mandates gender equality, gender parity, protection of women’s rights, and the eradication of all forms of violence against women. Specifically, Art. 46 provides that “the state commits to protect women’s established rights, and works to strengthen and develop those rights” and declares “equality of opportunities between women and men to have access to all levels of responsibility and in all domains”. It also guarantees that the state will take all measures to eliminate violence against women. On July 2016, the Tunisian government adopted the “Integral Law to Eliminate Violence against Women” and presented to the Tunisian parliament to be adopted by the Committee of rights and liberties. The Integral Law to Eliminate Violence against Women , which is the fruit of years of struggle of the Tunisian women NGO’s and women activists, covers all forms of gender – based violence (physical, moral, sexual and economic) against women, regardless of who they are and in whatever field, without discrimination based on gender, Origin, color, race, religion, opinion, age, nationality, economic and social conditions, civil status, state of health, language or disability. This law requires legal assessment and reform to address violence against women and to ensure a more comprehensive legal alignment with the constitution.
The purpose of the consultancy is to provide capacity development tools and training on gender responsive legal drafting, especially on legislative reform priorities relating to GBV, women’s rights and gender equality. It supports the project outcome on “Improved capacity and skills of the MOWFC and other key actors on gender-responsive legal drafting, especially on legislative reform priorities relating to GBV, women’s rights and gender equality”.
Under the direct supervision of the IDLO’s Country Representative for Tunisia, in coordination with IDLO’s Senior Gender Adviser, the National Expert will perform the following duties and produce the following tasks:
The selected candidate will be offered a Single Engagement Agreement, subject to award of the grant. For this Single Engagement Agreement, based upon satisfactory completion of the specific deliverables, the incumbent will be compensated up to a fixed lump sum and consolidated amount in accordance with qualifications and experience.
