BACKGROUND AND THE CONSULTANCY

Gender-based violence (GBV) has been a priority concern in Tunisia. In Tunisia, according to the National Survey on Violence against Women, gender-based violence concerns 47.6% of women aged 18-64.

Although Tunisia has policy and institutional mechanisms that address GBV, such as the National Strategy for Combating Violence Against Women (2008) and a State Secretariat for Women and the Family (MFFE), the number of women victims of violence remains high, the capacity of various actors to address GBV remains limited and the coordination between the various protection and support services remains ineffective. The centers of care, which offer listening, guidance, accompaniment and accommodation services for women survivors of violence are few, newly established and are unable to fully meet the needs of survivors.

Women’s shelters and similar services are particularly important in ensuring support for GBV survivors. Currently, the is a need to develop protocol or guidelines to direct shelter operations. In partnership with the Ministry of Women, Family and Childhood, IDLO is implementing a project that supports the development of these shelter guidelines.

Over the years there are several initiatives around women’s shelter, centers of care and similar services. Among them, the protocols for intersectoral work, signed on November 2016, aims at setting up working mechanisms between the different sectors involved with women victims of violence, namely the health sector, Security, social affairs, women and justice. IDLO’s project seek to build upon and complement these initiatives.

The purpose of this consultancy is the development of gender-responsive protocol/guidelines for women’s shelters in Tunisia, as per the four components listed below.

Under the direct supervision of the IDLO’s Country Representative for Tunisia, in coordination with IDLO’s Senior Gender Adviser and IDLO’s Research Team, the National Consultant will perform the following duties and produce the following deliverables:

  1. Conduct an assessment of women’s shelters and other support services for victims of GBV;
  2. Design and facilitate an expert workshop on comparative experiences and good practices on shelters and similar services;
  3. Draft and finalize the gender-responsive protocol/guidelines for women’s shelters; and
  4. Design of training materials and delivery of training of trainers on GBV.


Component A:
The expert will conduct an assessment of women’s shelter and similar support services for GBV survivors in Tunisia. The assessment will involve (a) a desk review of past and existing literature; (b) mapping of existing services for victims of GBV; (c) visits to the women’s shelter and similar services; and (d) key informant interviews and/or focused group discussions.

The assessment will inquire into several aspects of shelter operations, including its capacities relating to the following dimensions, among others: (a) victim support; (b) coordination and collaboration with other agencies/organizations; (c) leadership, management and administration; (d) sustainability, including financial; (e) security and safety; (f) extent of influence with regard to policy development, especially on prevention measures; and (g) code of ethics to guide the work in these shelters. The assessment report will contain specific recommendations for improvement along the dimensions mentioned above. Expected delivery of the assessment report: April -May 2017

Component B: The expert will support the design and facilitate delivery of a three-day expert workshop in Tunis to identify good models and practices around women shelters. Expected timeframe: September 2017

Component C: Taking the assessment into account, (a) design and conduct a 3 -day capacity building and writing workshop on the development of a gender-responsive protocol / guidelines for women’s shelters; (b) finalize the said guidelines; and (c) present it for validation. Expected timeframe: October 2017

Component D: Draft training materials, i.e. training curriculum and modules on GBV and (b) deliver a three day training of trainers. Expected timeframe: November 2017

Specific knowledge, skills and competencies

  • Strong interpersonal and organizational skills;
  • Enthusiastic and proactive attitude in building partnerships with a broad range of stakeholders and driving results, including at the senior level;
  • Excellent communication skills, both written and oral;
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Ability to respond timely to queries and provide feedback;
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the Organization to achieve its objectives;
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate.

TERMS

The selected candidate will be offered a Single Engagement Agreement, subject to award of the grant. For this Single Engagement Agreement, based upon satisfactory completion of the specific deliverables, the incumbent will be compensated up to a fixed lump sum and consolidated amount in accordance with qualifications and experience.

شروط الترشّح

  • Graduate degree in law, gender, development, social work, human rights or other related fields is essential;
  • Minimum of 7 years of significant relevant professional experience on gender-based violence, gender and development, gender justice work;
  • Significant professional experience on delivering conducting institutional assessment; design and delivery of capacity development activities, in particular on gender, gender-based violence, and/or human rights issues in Tunisia;
  • Relevant experience working with GBV survivors, especially those in women’s shelters or similar centers.
  • Fluent oral and writing skills in French and Arabic are required.
  • Fluent oral and writing skills in English will be a plus.
