- BACKGROUND
The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice. JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.
- POSITION DESCRIPTION
The Operations Manager will be responsible for a variety of administrative and logistic support duties for all project in Tunis and the regions, logistics related functions, including inventory management.
- DETAILED RESPONSIBILITIES Project activities completion:
- Assist the project operation team and ensure that project operations comply with U.S. government regulations, Chemonics’ corporate policies, laws of Tunisia, and any supplemental policies developed specifically for JOBS.
- Maintain and follow up the inventory logbook
- Ensure an accurate inventory of all project equipment, showing location, user, owner, and condition
- Track and supervise of all activities related to the management of IT equipment and assets of the office, including maintenance and reparation.
- Support in the organization of events (booking, Logging, invoices tracking…)
- Responds to the logistics needs and requests of the regional offices
- Process for financial requests-payment of petty cash
- Ensure logistics related needs for consultants and expats.
- Support logistics related needs for project’s events either in Tunis or in the regions.
Procurement, local subcontracts and vendors:
- Assist with the procurement drafting and management of local vendors agreements to ensure compliance with Chemonics policies and applicable policies
- Develop and realize RFPs/RFQs, evaluate proposals, negotiate contracts and agreements and manage contract deliverables
- Management of office contracts (leasing, STEG, SONEDE, etc.)
- Management of the relationship with the phone companies (Orange and Ooredoo) and the administration of phone contracts
- Processing financial requests-payment and submitting of invoices in D365 Ad hoc assignments
- Perform any other tasks assigned by the Operations Director or independently, which are consistent with the scope of work and the general requirements of the project.
- LEVEL OF EFFORT AND PERIOD OF PER FORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
The assignment will be in Tunis.
- SUPERVISION AND REPORTING
The Operations Manager will report to the Operations Director and will directly supervise the administrative assistant.
- ELIGIBILITY CRITERIA
- At least 4 years of professional experience. Progressively responsible experience in administration, operations, logistics or related field preferred
- Master’s degree (or equivalent) in related field of study
- Excellent verbal and written communication skills
- Highly computer literate with advanced e-mail, word processing and spreadsheet management skills
- Excellent interpersonal and organizational skills.
- Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage
- Oral and written fluency in English. French and Arabic experience preferred
