JOB SUMMARY AND RESPONSIBILITIES: 

ABA ROLI seeks an operations and compliance manager to assist with the day-to-day management of  country operations and compliance for its international development programs. 

ABA ROLI seeks to hire someone with experience in drafting and managing contracts, grants, accounting  oversight, operations team supervision and compliance with USG and other donors. The individual will report  to the ABA Tunisia/Libya Country Director and work closely with the members of the operations team. 

Responsibilities include: 

Oversee the operations team and support the Country Director in preparation of employment and vendor  contracts and grant agreements, office and program procurement, program compliance with donor and  ABA ROLI regulations, personnel matters and adherence to local labor laws, and event logistics. 

Work closely with the Field Finance Manager(s) to ensure that payments under the contracts and other  agreements, are performed in line with donor, ABA’s rules and applicable local laws. Coordinate with program team members to ensure alignment in event and security logistics, activity  financial and programmatic reporting, short and long term local and international staff recruitment and  management, office operations, etc.  

Assist the Country Director in developing strategies, processes and procedures for holistic programs and  team management; 

Train program and operations staff in matters related to contracts, procurement, supervision, compliance  and reporting; 

Supervise operations team members and manage personnel files for the office. 

Any other duties as assigned. 

QUALIFICATIONS: 

Bachelor degree in business, administration, finance or relevant field; 

Ten years of experience supporting donor funded programs in a similar capacity, and a minimum of five  as a supervisor; 

Experience in working with USAID or other USG funded programs in Tunisia and/or Libya is an  advantage; 

Demonstrated ability to manage multiple priorities with minimal supervision; 

Advance organizational skills and attention to detail are required; 

Excellent written and verbal communication skills; and 

Fluency in Arabic and English required.
