Operations and Finance Director 

Scope of Work 

  1. Background 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s  tourism potential, with the goal of generating revenue and jobs, particularly for women and  youth, and for populations in underserved regions of the country. The overall vision behind  

USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,  heritage and historical sites to develop a more diversified and high-quality tourism sector that  contributes to broad-based economic growth. Through this activity, USAID seeks to contribute  to Tunisia’s growth and development to offset the negative economic impact of the coronavirus  crisis. The project will seek to achieve the following four objectives:  

– Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;  – Objective 2: Increase tourism-related investments and revenue;  

– Objective 3: Improve the enabling environment for sustained growth in the tourism  sector;   

– Objective 4: Private sector engagement to expand the offer and quality of alternative  tourism.  

This project will collaborate with the relevant ministries, private sector, and donors to advance  the objectives while contributing to the following high-level results:   

  1. Increase in the number of tourists.   
  2. Increase in the number of jobs in the tourism sector.   
  3. Increase in tourism revenue.   
  4. Increase in private sector-led investment and innovation in the tourism sector.   B. Operations and Finance Director 

The Operations and Finance Director will support the Deputy Chief of Party and Chief of Party with the development and implementation of key operational and management systems, as well  as supervision of operations, procurement, transportation/logistics, and finance staff and  processes.  S/he will provide oversight of all administrative, financial, and operational systems to  ensure quality control of project administration. S/he will support the technical implementation  of the overall project through efficient and effective operational and financial support. S/he will  ensure the coordination and coherence of and adherence to U.S. government regulations and  Chemonics’ corporate and field office policies.  

Responsibilities 

General 

  • Supports the Deputy and Chief of Party to develop and implement key management  systems for project operations, logistics, and administration; financial management and  reporting; property and services procurement systems; and personnel management.  
  • Manages and oversees daily work of Operations and Finance teams and provides regular  and timely performance feedback and opportunities for improvement. 
  • Provides broad based support for technical implementation of the project through  efficient and streamlined procurement and subcontract processing, timely processing of  local vendor payments, logistics and event coordination for  

workshops/trainings, and overall effective management of procurement, subcontracts, and leases with landlords and other vendors.   

  • Develops, monitors, and supports the standardization of operational systems and  policies on the project. 
  • Ensures compliance with U.S. government regulations, Chemonics’ corporate policies,  laws of Tunisia, and any supplemental policies developed specifically for Tunisia. Develops and implements systems that assist supervisors to better manage  and oversee supervisees. 
  • Ensures proper administration of the program through the supervision of the project  finance, procurement and administration teams.  
  • Tracks and reports quarterly on project financial management indicators.  Human Resources
  • Anticipates future recruitment needs and, in partnership with the HR Manager, oversees recruitment efforts – including participating in interview panels, managing, and  overseeing salary negotiations and offer letters, and requests USAID approval for hiring. 
  • Oversees HR Manager’s work and ensures compliance with USAID policies and  Tunisian law. 
  • Supports HR Manager with annual performance evaluation and salary increase processes. Promotes and supports all project staff’s continuous development. 
  • Manages policy manual updates and project employee benefits offerings.  Supports HR Manager with all HR processes, trackers, and management, as needed.  

Operations/Procurement 

  • Oversees solicitations for commodity and services procurements; reviews purchase  orders and drafts/finalizes subcontracts, reviews procurement documentation for  compliance, completion, and accuracy.  
  • Oversees all project domestic transportation, travel, and logistics for operational and  technical needs, with Chemonics HQ support for international travel.  
  • Provides management support and guidance to Operations and Procurement team  members, including regular monitoring of work, workloads, trackers, and resourcing. Ensures project transportation services agreements, vehicle leases, office leases, and  residential leases are in order; conducts modifications and renewals as needed.  Reviews procurement tracker and procurement process timelines to ensure efficiency  between solicitation, purchase, delivery, and payment.  
  • Ensures vendor invoices are received, reviewed, and payment is requested in a timely  manner.  
  • Ensures procurement and subcontract compliance with U.S. government regulations,  Chemonics’ corporate policies, the laws of the Government of Tunisia
  • Supports the management of local subcontracts and procurements for compliance and  performance; including coordinating with technical staff to finalize scope and  managing performance of contractor or vendor against deliverables.  
  • Ensure inventory management is conducted in a timely and consistent manager; provides  spots checks on the inventory tracker against inventory supply. 

Finance 

  • Reviews/Approves accounting coding sheets; ensures correct usage of different Activity based budgeting codes in the Chemonics’ project accounting system. 
  • Oversees all financial processing and monthly/quarterly/annual financial cycles,  including establishment and maintenance of strong financial systems.  
  • Ensures timely payment of vendors and all payables, and conduct finance voucher  reviews for local, USAID, and Chemonics compliance requirements.  
  • Conducts regular reviews of petty cash register and ensures petty cash custodian is able to  properly manage the register and reimbursement; provides on-the-job training as needed. Reviews final payroll for local staff and ensures timely payroll payments. Manages local accounting firm; liaises on tax, VAT exemption, payroll processes,  withholding taxes, annual fiscal reviews and any other tax, audit, payroll, benefits, or  accounting needs. 
  • Reviews monthly wire transfer request and manages forecasting processes for HQ.  Maintains oversight of subcontracts/procurement tracker and ensures the submission  of accruals information and other required reporting to HQ on a monthly basis Oversees submission of monthly bank reconciliations and manages  

corrections/reconciliations as needed. 

  • Manages finance team, including direct supervision of the Finance Manager.  Budget
  • In coordination with PMU and Deputy/Chief of Party, supports reconciliation of project wide funding amounts.  
  • Drafts annual and ad hoc budgets, in particular estimation of resources, LOE, and in country travel necessary to implement current and future work plan activities. Works with the HQ to reforecast expenses on a monthly basis using the project’s ‘budget  monitor’ (excel tool), as requested.  

Security 

  • Oversees Security Manager and security management protocols.  
  • Keeps up-to-date on evolving in-country security situation; ensures circulation of security  updates to in-country staff and escalation of security issues to the Deputy/Chief of Party  and HQ Security Management Unit, as needed.  
  • Oversees updates to the Emergency Action Plan on a regular basis.

Qualifications   

  • Bachelor’s degree in Business Administration, Accounting, Finance, or similar field  is required 
  • Minimum of ten (10) years of experience in financial management and program  operational support; compliance management experience highly desirable Minimum of six (6) years’ experience in a senior supervisory role overseeing a dynamic  team supporting accounting, payroll, procurement, and operations and logistical support  in Tunisia or similar context 
  • Work experience providing operations support, compliance reviews, and financial oversight for USAID or other donor-funded projects of similar complexity required. Excellent organizational, leadership, and supervisory skills  
  • Ability to work effectively in a fast-paced, stressful environment. 
  • Motivated, team-oriented, and strong problem-solving skills.  
  • Detail oriented, and ability to prioritize tasks and support program implementation while  ensuring adherence to required policies and protocols. 
  • Proficiency in English, Arabic and French is required.
