Type of Appointment: Special Short Term for 6 months with possibility of extension.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the COM and the direct supervision and guidance of the Security Officer, the Security assistant will assist in the overall implementation and coordination of security related administrative services, as well as the administration and execution of processes & transactions, to ensure the high quality and accuracy of work within the Security Office Operations Team.

The Security Assistant promotes a client, quality, and results-oriented approach while performing crucial operations functions. Additionally, the incumbent will also continue to play a major role in the implementation of recommendations stemming from the audit of the IOM Safety & Security function.

The Security Assistant works in close collaboration with the Security Office staff in HQ , RO, the field, Operations, Program and projects staff in the mission and other UN agencies staff to exchange information and ensure consistent service delivery.

Core Functions / Responsibilities:

  • Provide support required in the implementation of designated safety/security contingency plans, procedures and policies under the United Nations Department of Safety and Security (UNDSS) and IOM Security Management Systems.
  • Ensure a coordinated approach on required security administration to IOM CO staff travel, external and within Libya, support a UN Security Framework for monitoring and tracking standards, including UN-TRIP, IOM staff lists, SOP`s under MOSS through maintained and archived administrative systems to support.
  • Maintain and update a IOM Libya based in Tunisia staff call sign list (if applicable) and wardens list of internal and external incoming staff under the Security Officer. Oversee the guarding service providers or security support staff, following MOSS standards on VHF/HF radio applications operational and response capacity to support the IOM Libya based in Tunisia.
  • Support and administer UN/SSU security standards on physical security surveys, mandatory protocols under UN MOSS/MORSS ensuring compliance through active participation in the implementation of contingency plans for the IOM CO.
  • Assist in the monitoring of the country security situation, using available Media, and other internet platform Facebook etc. on significant incidents, timely reporting and basic analysis to designated management staff. Ensuring information is disseminated to appropriate IOM staff management for support at Libya level.
  • In the absence from CO setup, maintain required security continuity and coordinate of security management processes through proper recommendations and handover to available security stakeholders.
  • Maintain regular contact with UNDSS Libya based in Tunisia, Security Focal Points within different UN and international communities using designated LSA security forums. Facilitate a coordinated information management platform to support the CO with access to the N SMT under the Security framework.
  • Assist with the setup of a coordinated network with HR CO ensuring the security unit has access to updated staff lists information. Maintain IOM wardens/calling trees for all staff at Tunisia level.
  • Assist and facilitate IOM programed security awareness, and training sessions required for effective security support management standards on MOSS/MORSS.
  • Maintain effective filing system`s for the security unit that includes hardcopy and soft copy applications support staff security awareness and access to contingency plans supporting required compliance UN standards at Egypt level.
  • Support and assist IOM staff with UN mandatory security training programs. (I.e. Basic and Advance Security in the Field)
  • Draft informal translations of security related documents from Arabic to English and vice versa as required especially when monitoring media sources. (Local and international sources to support basic security analysis trends patterns only at local level.
  • Assist in coordinating with UNDSS on mandatory MOSS UN staff security briefings, coordination with IOM HR for IOM arrival to Tunisia and provide required reporting to UNDSS on IOM staff movements.

Critères d'éligibilité

  • Education & Experience: University degree in Security, Law Enforcement, Military/Police diploma`s Social Sciences, International Studies, Communications or a related field from an accredited academic institution with three years of relevant working experience OR Secondary school diploma with five years of relevant working experience;
  • Experience in security, law enforcement, military or police context, added advantage experience in UN/IOM Missions, International Peacekeeping or International security Humanitarian Missions;
  • Added advantage experience in planning, and operational execution of security management systems at the private sector level or otherwise;
  • Languages: Fluency in Arabic, English and French .
