Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN organization in the field of migration works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision of the Senior Project Manager and the overall supervision of the Chief of Mission, the successful candidate will contribute to strengthen the Migration and Development (M&D) portfolio of IOM Tunisia. He/she will do so in line with a whole-of-government and a whole-of-community approach as well as engaging, empowering and enabling migrants as development actors. He /she will ensure that the work that has been carried forward inter alia by the Mainstreaming Migration Programme will continue to bear fruit.

The National project Officer will manage the project that aims at supporting the National Observatory for Migration in Tunisia. He/she will also support the implementation of the Migration Literacy Enhancement Advance Non-Discrimination (M-LEARN) project and other M&D projects.

Core Functions / Responsibilities:

In particular, the incumbent will:

  • In coordination with the Senior Project Manager, the Research, Grants and M&E Officer and other colleagues in the office, organise and ensure the regular sharing of research findings with the Senior Project Manager, colleagues and relevant stakeholders in the project countries, and other IOM offices/departments, and discuss and advise on how to best use evidence for better migration governance and projects’ implementation;
  • Plan, coordinate, monitor and evaluate the activities of the project that aims at supporting the National Observatory for Migration in Tunisia;
  • Support the smooth implementation of the Migration Literacy Enhancement Advance Non-Discrimination (M-LEARN) project and other M&D projects;
  • Monitor and keep track of project expenditures and ensure that they are in line with agreed budget; coordinate the submission of timely narrative and financial progress and periodic reports with the IOM mission’s finance/RM department;
  • Assist to liaise with governmental and non-governmental partners at the central and local levels, providing responsive and professional technical assistance;
  • Maintain and grow partnerships with relevant Government entities, civil society organizations, UN organizations and other stakeholders to promote IOM’s mandate;
  • Contribute to maintain office directory in an up-to-date form, including directories of central and local governmental institutions and officials, diplomatic missions, international agencies and projects present in the country, NGOs, media etc.;
  • Prepare briefings and reports, both thematic and on specific projects, as required;
  • Assist in the identification and drafting of new M&D programme and project for Tunisia;
  • Organize seminars, meetings and training sessions taking care of all administrative and logistical details, in consultation with the supervisor and in coordination with the Resources Management Unit;
  • Represent IOM at relevant seminars and meetings, as well as other events such as trainings aimed at promoting IOM’s mandate, as required;
  • Assist in project related communications including a) drafting and sending, in consultation with the supervisor, outgoing and receiving incoming documents (correspondence, minutes, memos, reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.), b) managing fax, telephone and e-mail communication, c) managing and updating mailing lists;
  • Professionally handle project related documents (i.e. keeping accurate records of daily correspondence, organizing and maintaining proper filing of all project related documents) and collecting project related information and submitting it to the supervisor as required; liaise with relevant units for the procurement of the goods and services necessary for the implementation of the project activities, in compliance with IOM procurement rules and regulations;
  • Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of supervisor;
  • Undertake site visits and duty travels as required in country and abroad;
  • Any other task that may be required and assigned to you.

Critères d'éligibilité

  • Master’s degree in development, Management, Political, Law, Economics, Migration studies or a related field from an accredited academic institution or;
  • Bachelors/equivalent degree in the above fields with two (2) years of relevant professional experience including 1 year in a development–related field with a demonstrated ability to manage complex portfolios considered an asset and/or has an equivalent educational/practical professional experience;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, UN and nongovernmental organizations;
  • Financial and administrative skills;
  • Experience working with CSOs;
  • Experience in the field of Migration;
  • Experience in Monitoring and evaluation;
  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access.
  • Fluency in Arabic, French and English.
