Context:

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration with 157 member states, a further 10 states holding observer status, and offices in over 150 countries. IOM’s 8,500 staff members worldwide are dedicated to promoting humane and orderly migration for the benefit of all.

IOM is currently implementing a regional project, entitled “Stabilizing at-risk communities and enhancing migration governance in Egypt, Libya and Tunisia” (START) and fully funded by the European Union. IOM Tunisia manages and implements the project and its various activities in Tunisia and in partnership with a number of Tunisia-based implementing partners.

START project commenced in December 2011 and has now been running for four years. In the aftermath of the so-called “Arab Spring”, the crisis in Libya resulted in hundreds of thousands of migrants fleeing across Libya’s borders, thus leaving vast gaps in Libya’s labor market and disrupted critical services and national capacities in important sectors, including, but not limited to health, education, construction, agriculture and public administration, amongst others. Amongst the migrant workers who fled Libya were thousands of Tunisians originating from marginalized communities. Most were semi-skilled adult males who were supporting dependents through remittances, which have been disrupted. With Tunisia already struggling with the social and economic challenges of their own transitions, the sudden return of migrant workers from Libya has placed further strain on origin communities.

Designed with the aim to address the vast challenges outlined above, and establish the preconditions required to enable smooth transitions and comprehensive and sustainable recoveries in Tunisia, Egypt and Libya, START program aims specifically to avert issues which could undermine economic growth and political stability in Tunisia through measures targeting at-risk communities stabilization, including those which suffer high unemployment pressures and/or are struggling to absorb returnees.

The program has two main components in Tunisia with a special focus on livelihood, for which IOM has subcontracted a number of civil society organizations to implement the different activities of the components. The assessment is aimed at measuring the impact of the program’s livelihood components on the target beneficiaries in the four target governorates (Jendouba, Kairouan, Siliana and Kef), including an assessment of the implementing partners’ performance, results and achievements, good practices and challenges, as well as lessons learned throughout the implementation phase.

Component 1: Implement projects aimed at stabilizing communities and creating new employment opportunities

IOM Tunisia continued providing technical support to partners NGOs in implementation of their activities in the field. Up to 31 December 2015, 171 individuals (particularly unemployed graduates and technicians) were trained in START-funded workforce development programmes while up to 201 development projects/job creation initiatives have been established under START.

Component 2: Reach out to other actors and promote other stakeholders’ participation and contribution

In 2015, the NGOs established partnerships with government institutions, civil society organisations and private companies to address the key social or economic issues. Specifically, during the field visits to Kef, Jendouba and Siliana, IOM met with the Regional Delegates of the Ministry of Employment and Vocational Training in Kef and Siliana as well as with the Regional Delegate of the Ministry of Development, Investment and International Cooperation in Siliana. The meetings with government partners during the field visits helped to strengthen local partnerships and garner institutional support

Purpose and Scope of Work of Assessment

The purpose of the assignment is to objectively assess the impact of the above-mentioned livelihood components under START program as well as the performance of the implementing partners and service providers contracted to implement it against expected deliverables and outputs through clearly identified criteria approved by IOM. Findings will be compiled and presented to IOM in a final assessment report.

Objectives of the Assessment:

  • Determine the impacts of the services provided, focusing on the individual change in socioeconomic situation obtained by youth receiving trainings, job placement, self-employment and employability-related services and the overall stability of their communities;
  • Assess the relevance of the design and implementation of the individual interventions of each implementing partner and service provider
  • Assess the effectiveness of the implementing partners and service providers in obtaining plan results during the implementation;
  • Assess the efficiency and cost-effectiveness of each of the individual interventions of each of the implementing partners and service providers as well as of the overall project component;
  • Assess prospects for sustainability;
  • Identify challenges, lessons learned, best practices, and provide recommendations for model duplication and improvements for future IOM programming.

Format

The assessment report should be submitted in English or French. Tables, maps and graphs should be inserted in the text, and any additional data annex should be submitted in MS Excel with datasets, tables and graphs. IOM rules should be respected for bibliography and quotations. The report should include an executive summary outlining the main findings and recommendations of the assessment.

Timeline

The duration of the assignment will be 30 working days. An outline and a work plan should be submitted to IOM Tunisia within 5 working days from the starting date of the assignment. A draft report should be submitted no later than the 23rd day of the assignment. The final report is due on the 30th day of the assignment and should incorporate comments on the draft report received from IOM.

  • At least 10 years of experience in Monitoring and Evaluation.
  • Experience in working with International Organizations and NGOs.
  • Fluency in French and Arabic is required. English is an advantage
