Job Title: FINANCE ASSISTANT
Project: “LIRAS–Livelihoods Initiatives for Refugees and Asylum Seekers”

Project Description:
-The LIRAS project aims to provide assistance for refugees living in economically underserved settings in Tunisia, with a focus on the cities of Gabes, Mednine, and Sfax, and ensure their access to livelihoods, labour market assistance, protection and peaceful co-existence with the local community.
In order to develop a sustainable model that can ensure the self-reliance and economic integration of refugees and asylum seekers in Tunisia, ADRA will work on the following concrete measures:
oFacilitate their access to wage-employment in private sectors
oFacilitate their access to self-employment by establishing lucrative businesses that are competitive and tailored to the refugee’s vocation and specific skills, while being co mpliant to Tunisia’s laws and legislations.
Responsibilities of the Position:
1.Under the overall supervision of the Country Director , the successful candidate will be responsible for ensuring that all the finance policies and procedures are implemented;
2.Oversee the overall expenditure of the project , analyzing financial statements to ensure appropriate charging of line items and a managed approach to cash flow;
3. Organize finance documentation and maintain a user friendly financial filing system;
4. Handle all project and administration funds and disbursements in addition to monitoring bank accounts .
5. Monitor the use of each budget line item in coordination with UNHCR’s guidelines;
6. Oversee project budget through regular meetings with the Country Director and Project Manager and provide financial risk analysis when required.
7.Respond to project accounting inquiries, spot checks , project financial verifications and audits from UNHCR .
8. Ensure outstanding accounts are paid promptly through effective follow -up procedures.
9.Conduct periodic cash counts for the Project Manager;
10.Submit regular financial reports on a weekly/bi-weekly basis to the Project Manager and Country Director .
11. Keep copies of n ecessary financia l reports as a backup/reference.
12.Prepare payment requests and reimbursements.
13. Ensure financial statements made are reconciled with financial information available ;
14.Obtain bank statements for all accounts on a monthly basis; and reconcile p ayments with bank statements.
15. Maintain bank book records;
16. Perform research or visits to public or financial institutions as needed to resolve issues regarding finances or accounting.
17. Advise the Management Team on project financial positions.
18. Perform all ot her relevant duties and responsibilities requested by the supervisor(s).
19.Assist Project Manager as he/she oversees project expenditure and budget management responsibility for the project , including monitoring budget vs expenditure, ensuring that costs are allocated correctly and expenditure is happening in line with the plan;
