This is a leadership role in the “Teaching for Success, Tunisia” project. The purpose of the role is to act as the key point of contact for project implementation and all project activities, including liaison with partners and other relevant stakeholders and to lead the delivery of the project ensuring that it meets client, corporate and programme quality standards. | ||||||||||||

Geopolitical/SBU/Function overview: |

The Arab Spring began in Tunisia and although many citizens are disappointed that there have not been more tangible outcomes from their revolution the Tunisian government and a very healthy CSO sector continues to work towards entrenching democracy and attracting inward investment. This has to be seen, however, against a backdrop of a sluggish economy and high rates of unemployment.
The British Council, meanwhile, has a good reputation in Tunisia and works in the English and Examinations, Education, Arts, and Society sectors, with this latter an increasing priority and often offering client-funded opportunities.
The project
Tunisia has both high levels of youth unemployment and large numbers of unfilled vacancies. This indicates a skills gap, and surveys of employers confirm this.
Teaching for Success, Tunisia is envisaged as a 3-year programme that aims to tackle this skills gap and thus, ultimately, contribute to facilitating a more successful transition from education to employment for young Tunisians. It will do this through a focus on the areas of: 1) English, 2) core skills, and 3) teaching methodology.
The project will intervene at both practitioner (teacher) and institutional (MOE) levels to deliver three outcomes:
1) stronger teaching & learning of English and core skills, 2) reduced gender and regional disparities in education, and 3) increased institutional capacity of the Ministry of Education.
The project is based on the hypothesis that:
1) better teaching & learning ® greater employability 2) greater employability ® greater prosperity 3) greater prosperity ® greater stability & security
This hypothesis aligns the project to FCO objectives, and the FCO has recently agreed to fund the project, initially for a first phase. The outcomes of this first phase will be a factor in determining continuing FCO funding for subsequent phases. |

Main opportunities/challenges for this role: |

§ The role offers the opportunity to take the lead on ensuring the successful and effective implementation and management of a high-profile project involving the British Council, the FCO and the Tunisian Ministry of Education
§ One of the main challenges of the role will be liaising with and coordinating multiple stakeholders, striving for consensus and shared buy-in whenever there are differing priorities |

Main Accountabilities: |
||||||||||||
The key accountability is to contribute to the success of the project by ensuring that its activities and plans are:
a) delivered and b) reported on time and to budget, to the highest possible standards.
The responsibilities and duties that will facilitate this include:
Product, programme & service development
Relationship & stakeholder management · builds and proactively manages relationships and partnerships with local stakeholders, in particular the Ministry of Education, to ensure full and effective collaboration for the delivery of the project · facilitates the provision, collation and analysis of customer and stakeholder feedback on all relevant interventions so their quality and effectiveness can be assessed and, where necessary, enhanced (now and in the future)
Analysis & reporting
Commercial & resource management · plans and manages all delegated budgets and processes accurately and ensure resources of right quality and nature are assigned to deliver projects and events. · carries out financial duties in accordance with the Council’s Finance and Business system guidance and/or as stated in Essential Finance
Leadership & management · plans and prioritises own work activities, and those of a wider project team/teams (many of which exist outside the direct management line), to ensure effective delivery of diverse responsibilities and programme deliverables over a monthly to quarterly time horizon · may be formal line manager to a small, local team of staff · shares intelligence and ideas to support senior managers in identifying/developing ways in which English and education could make the most effective impact on the British Council’s cultural relations and commercial strategies · ensure that all British Council policies and standards are adhered to at all times, including but not limited to EDI, Child Protection, Information Management and Financial standards. |
