Objectives of the position
Based on Oxfam’s strategy in Tunisia, to further refine and implement the organisations country policy and the one programme approach in close co-operation with the local partners, in coordination with relevant thematic colleagues, and in accordance with Oxfam 2020 vision.

DIMENSIONS:
- Coordination and delivery of agreed plans and strategies with some strategic and technical input.
- Contribute to the development of a broader economic justice program strategy and involve collaboration with ther Oxfam programs in and outside the country.
- Manages tasks which are complex and non-routine
- Requires the ability to analyze and communicate complex information to a wide audience
- Provides support for the decision-making process, requiring significant levels of technical and management experience, supported within line management
- Role is variable with well-defined targets and is proactive and reactive
- To play active role in lobby and advocacy on issues related to programs through personal contacts and oordination of allies
- To take part in public campaigns based on agreed plan of action and objectives
- To support fundraising efforts and produce clear and quality reports (financial and narrative) that demonstrate good accountability
- Performs any other tasks as assigned by the Program Manager
Main tasks of the position
Project Implementation, Partnership Management and Reporting (60%)
- Ensure the overall coordination of an EU funded project aimed at promoting an inclusive territorial development in the Bargou Delegation, including management of all elements of the project cycle (ie.g. needs assessment, analysis, strategic design, budgeting, planning, implementation, monitoring, evaluation and learning), ensuring full compliance with Oxfam system and donor regulations
- Ensure Oxfam’s basic minimum standards in procedures are adhered to throughout the project and recommend improvements to maintain minimum organizational standards.
- Track and monitor all financial transactions and required documentation, such as allocations, disbursements and cancellations, relating to the project to maintain control and timely utilization of allocated budgets.
- Build and maintain linkages, coordination and collaboration with the government officials and relevant departments, other agencies and stakeholders at national, district and local level hat play a key-role within the project’s intervention areas and sector.
- Provide support and management oversight to implementing partners and facilitate the project development process with partners, advocacy groups and CBOs with the aim of achieving the objectives of the program.
- Undertake project visits to monitor and support project implementation by coordinating with and supervising implementing partners.
- Manage timely report production and submission to the donors and produce all necessary internal reports to a consistently high quality.
- Manage all project related documents and correspondence, respond to project related queries.
- Ensure adherence to Oxfam’s Gender, Diversity and Equal Opportunities policies
- Work in close coordination with project team and other program pillars to ensure that women’s right are put at the heart of all we do right from planning, decision making to monitoring/evaluation and benefit sharing
- Ensure gender and social inclusion is mainstreamed into all stages of project implementation
- Work with the team in allocating/analyzing resources and to conduct social inclusion/gender audit
Program Development (20%)
- Ongoing analysis of social, economic, cultural and political situation of the project areas and their impact on people. Use this and additional knowledge, gained through monitoring and evaluation of progress towards project objectives, in strategic planning and program development.
- Contribution to the strategic development of a comprehensive Economic Justice program in line with Oxfam’s identified local, state, national and regional priorities.
Institutional funding / project development (10%)
- Engage in discussions with partners and other stakeholders on fostering funding opportunities with institutional donors.
- Write/develop/coordinate project proposals, including deployment of resources.
- Responsible for documenting track records of the project
- Contribute in the identification of potential donors according to the strategic priorities of the country program
Human Resource Management (10%)
- Ensures communication between the project team and other departments.
- Organizes team meetings and ensure internal functional dynamics that allow the flow of information and discussion
- Foresees development plans with staff under her/his supervision, setting of objectives and appraisal system
- Supervises daily work of project members (consultants and staff) in his/her team working with partners to develop, implement, monitor, and evaluate projects
