Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4- year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of
subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11 provinces, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

Objectives

The Training Officer is responsible for development and maintenance of forms, tools and processes to collect training data. The training office must validate and maintain electronic and paper records of all project training and events with specific attention to the following areas:

Specific Tasks

  • Responsible for tracking all training in all areas of the TADAEEM project for counterparts and beneficiaries, including maintaining inventory of training materials in multiple languages
  • Responsible for organizing and recording TADAEEM staff completion of training requirements as determined by USAID and Deloitte
  •  Responsible for coordination of training with experts and target recipients including training supplies, contact lists of trainees and capture/reporting of data post-training to technical staff
  • Support training through development and collection of attendance sheets, development of training certificates, verification of learning objectives through knowledge tests, verification of learning outcomes in activity tracking with technical staff, and development of energizers and team building exercises that can be incorporated into the TADAEEM training toolbox which are appropriate for TADAEEM training participants  Document training activities through photos, reporting on training including attendees and learning objectives in routine reporting, and drafting of success stories
  • Document lessons learned in terms of training best practices for incorporation into continuous learning and improvement of TADAEEM training delivery
  • Responsible for maintaining tracking of data on all TADAEEM events and trainings across the project including reporting to USAID via TraiNet and maintaining contact list of all trainees including by gender/age/location/topic in a database format for reporting

 

Critères d'éligibilité

  • Minimum Years of Experience: 4
  • Minimum Degree Required: Bachelor's degree
  • Fluency in English, French, Arabic
  • Extensive knowledge of Tunisia and adult learning methodology, as well as ability to advise and implement solutions to the project training delivery, training evaluation and reporting, including documentation and incorporation of lessons learned for continuous improvement of training
  • Past experience with donors’ projects is preferred, especially in terms of reporting, training and evaluation.
