Location: Tunis, Tunisia with frequent visits to the regions targeted by the project

FHI360 is currently recruiting for the position of Civic Engagement and Youth Resilience Program Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary:

The Program Manager for civic engagement and youth resilience component will work under the supervision of the Senior Technical Advisor with in close coordination with Youth innovations advisor. S/he will be responsible for leading the design and implementation of program activities that seek to improve the enabling ecosystem for building youth resilience through civic engagement in target communities. The Program Manager will be responsible for coordinating with government representatives, civil society organizations and youth service providers at the local levels. S/he will report to the Technical Director.

Position Responsibilities:

  • Support strategic direction and oversight for all civic engagement and youth resilience activities to ensure the program is completed in a timely qualitative and accountable manner;
  • Lead technical design and implementation of youth resilience community-based and civic-oriented interventions in line with TRACE Program objectives. All activities should be implemented using a participatory approach to ensure that local stakeholders are involved in the design, implementation and monitoring activities;
  • Provide expert advice on youth psychology, civic development activities and inclusive ecosystem approaches, to develop and enrich the program and ensure sustainable impact;
  • In close collaboration with the Technical Director, establish profiles, recruit, and build knowledge and technical capacity of Unit staff and regional staff working on the component through training, mentoring, coaching to deliver and monitor high quality interventions;
  • Provide management and technical support to the Unit staff and regional staff of the component to ensure activities are developed according to a rigorous methodology and workplans, properly executed, incorporating best practices, responsive to changing program-results, and evidence-based and results-oriented;
  • Follow up with local partners on implementation of project activities and ensure relevant delivery of activities;
  • Deliver technical assistance to stakeholders and make on-site field visits regularly to build capacity around development of youth mainstreaming and inclusive practices and policies;
  • Work closely with regional and office staff, technical specialists and stakeholders to develop an appropriate activities and contents;
  • Contribute to documentation of program results and support the Technical Director in reviewing, compiling, editing, and formatting program deliverables, including workplans, donor reporting, and internal progress reports related to civic engagement and youth resilience activities;
  • Work with Sustainability and Monitoring, Evaluation and Learning teams to enable data and experience-informed decision-making;
  • Incorporate youth resilience, civic and inclusion issues in all activities of the TRACE program;

Critères d'éligibilité

  • Master's Degree or its international equivalent in psychology, social sciences, youth development, or a related field; Doctorate Degree preferred;
  • A minimum of eight (8) years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Experience working with youth at the community level;
  • Familiarity with CBD, Do No Harm/ conflict sensitivity, and PYD approaches;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Excellent English and Arabic writing skills;
  • Fluent in oral Arabic and English.
