context :

Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances. The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

Purpose:

The Objective 2 Lead will develop and oversee FAST’s four key development activities related to the objective of advancing reforms in the business climate.

Responsibilities and Key Tasks:

•  Assist public and private sector stakeholders in identifying and simplifying procedures for obtaining authorizations, permits, licenses, and technical standards for investment.

1.  Facilitate a series of consultations with the GoT and private sector to map out the current process and assess KPI’s.
2.  Propose a redesign process and develop “blueprints” of the new process for feedback from GoT and private sector.

•  Introduce and test e-Service solutions.
•  Assist with drafting policy and reforms to increase economic activity.

1.  Provide target ed technical assistance and grants and support regulatory impact assessments.
2.  Facilitate dialogue between the GoT and the Tunisian private sector to solicit feedback.

•  Conduct technical assessments and support the drafting of action plans.

1.  Support the identification of new business enabling reform (BEE) reform agendas, policies and/or needed legal and regulatory reforms to accelerate Tunisian economic activity.

•  Mentor and manage Objective 2 Officer.
•  Other duties as required.
