BACKGROUND
The Tunisia Jobs, Opportunities, and Business Success (JOBS) project is a five-year project funded by the U.S. Agency for International Development (USAID). The purpose of the JOBS project is to help Tunisian private companies increase their sales and exports sustainably in order to increase economic growth opportunities, including job creation. JOBS will achieve this objective through a multi-dimensional approach including:
- provide SMEs with needed resources, know-how, enhanced competitiveness;
- enhance work force development by reducing the education/training gap between the university and vocational training systems and the actual needs of Tunisian businesses;
- promote a more effective business enabling environment b working with the public and private sectors to promote policy and regulatory reforms
- communicate to Tunisians, especially youth, the importance of market-led economic growth and
entrepreneurship to deliver needed resources to companies.
POSITION DESCRIPTION
The MEL Specialist will provide data gathering, analysis, and reporting expertise to the project in accordance with Chemonics’ highest standards and USAID regulations. The position is central to JOBS meeting its contractual objectives, ensuring that information provided on JOBS’ targets (job creation, increased in sales, people trained, etc.) are accurate and quantifiable.
Specifically, the role of the MEL Specialist will be verification of data collected electronically from project activities through the ArcGIS system and spot checks during field monitoring. S/He will support the MEL Director in the implementation of the Activity Monitoring, Evaluation and Learning Plan (Plan) and MEL activities outlined in the Annual Work Plan.
DETAILED RESPONSIBILITIES
In collaboration with other MEL team members, the MEL Specialist’s duties include (but are not limitedto):
- Support the design and implementation of the project’s monitoring, evaluation and learning system;
- Support management of performance indicator tracking system within the ArcGIS system by electronically tracking all JOBS activities implemented by all the components teams
- Monitor through ArcGIS dashboard data flow patterns that will ensure timely data collection and reporting
- Review data entered into the ArcGIS system for completeness and correctness against supporting documents uploaded by the component teams
- Perform data quality and integrity assessments in collaboration with Business Advisors (BAs) in field data verification by conducting regular field monitoring visits to identify issues (if any) and where adaptations might be needed;
- Collaborate with BAs to identify and rectify any data quality issues within the system including missing and incorrect data
- Support MEL training and one-on-one capacity building for component teams especially BAs.
- Support the use of technological innovations when conducting monitoring, such as tablets, smartphones, etc.
- Contribute to the preparation of progress reports for project management (i.e. quarterly and annual report and annual workplan) capturing qualitative and quantitative data, including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations
- Support USAID technical staff or third-party monitoring groups during their field visits and Data Quality Assessments (DQAs).
- Regularly communicate progress against targets to project staff;

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
- This position is long-term, on a full-time basis.
LOCATION OF THE ASSIGNMENT
- The assignment will be in Tunis, with occasionally travel to other regions.
SUPERVISION AND REPORTING
- The MEL Specialist will report to the Tunisia JOBS MEL Director.
