IOM LIBYA MISSION IN TUNIS (OPEN TO INTERNAL AND EXTERNAL CANDIDATES)

Position Title: Emergency Project Assistant

Duty Station: Tunis, Tunisia

Classification: G5

Type of Appointment: Special Short Term for 6 months with possibility of extension.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context

Under the overall supervision of the Chief of Mission, the direct supervision of the Emergency and Liaison Officer and in close coordination with IOM Libya’s Units, the incumbent will be responsible for providing overall support and manage the information of all the emergency activities accurately.

Core Functions / Responsibilities

  • Support the implementation of the emergency programme in a timely manner, collaborating constructively with the PM in carrying out its administrative and technical aspects, including but not limited to updating financial, narrative records and photographic files in line with IOM’s policies and procedures, as well as donor requirements.
  • Assist in compiling, processing and coordinating inputs from IOM staff, Government and UN Agencies, NGOs and Donors; work in close coordination with IOM’s Units and liaise with other staff involved in the emergency activities.
  • Coordinate referral of migrants in need to relevant IOM units and/or partner organizations for the provision of direct assistance, including, but not limited to, shelter, health, international protection, humanitarian repatriation and DTM.
  • Assist in the preparation of regular internal and external activities reports as requested, ensuring the confidentiality of the information; assist in reporting and supporting the information exchange on all operational aspects of the programme between IOM, the programme’s donors and other stakeholders.
  • Assist in Coordinating, communicating and liaising with the government counterparts, private and nongovernmental organizations and consultants for the implementation of the projects.
  • In close coordination with the Program Manager, organize and facilitate events, meetings and trainings with beneficiaries, civil society organizations, NGOs, and all other relevant stakeholders within the scope of the programme.
  • Assist the Project manager-Emergency in the implementation of the procurement and logistical tasks related to relevant activities under the projects including: stock management, supply of food and non-food items, and dispatch-transportation related tasks in coordination with IOM Libya Procurement Officer.
  • Provide overall administrative support, preparing purchase requests, payrolls, requests for payment.
  • Maintain a proper filing archive for all financial documents and ensure all relevant supporting documentation is duly and timely processed in coordination with IOM Libya Finance Unit.
  • Compile, summarize and present information/data for the preparation of project related periodic progress reports and final project reports for IOM and donors.
  • Provide translation support both in writing and verbally. Informally translate official and non-official documents from English to Arabic and vice versa in a timely and prompt manner.
  • Perform such other duties as may be assigned.
  • Undertake any other duties within the incumbent’s capabilities that might be assigned by the RMO and Procurement Officer.

Critères d'éligibilité

  • University degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution the above fields with three years of relevant professional experience or High School Certificate in with five years of relevant professional experience.
  • Fluency in English. Working knowledge of Arabic and French is advantage
