Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization with 190 member National Societies. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. Further to this, in 2015-2020 there are 8 Areas of Focus for IFRC support to its membership, including DRR, Shelter, Livelihoods, Health, are enacted through yearly Operational Plans linked to Strategy 2020 outcomes. In North Africa, the IFRC is supporting the role of the National Societies of Morocco, Algeria, Tunisia and Egypt in order to provide relevant and sustainable services adapted to the emerging vulnerabilities.
The goal is to strengthen the national volunteer networks in North Africa, with a particular focus on youth, and improve organizational capacities of the National Societies to manage their volunteers. A well-functioning volunteer network will allow sustainable services delivered to the people in need, including vulnerable migrants, enhance visibility among the community and the local authorities contribute to a more inclusive society and dissemination of culture of non-violence and peace, as well as to increase community resilience. At the same time, the Country Cluster in North Africa is having an increased focus on Migration issues, including migrants and communities affected by migration. The support provided by IFRC is defined at different levels, including regional, multi-country support and country support in order to enhance the Red Cross Red Crescent Movement response in terms of assistance, protection, non-discrimination and public awareness, and promotion of respect for diversity, non-violence and social cohesion. It is based on the IFRC Global Plan 2016-2020 and the Response Plan for the Mediterranean and Neighbouring Regions and the Tunis Declaration.
Regional dimension will focus in 2017 on better knowledge and information of migration trends through mapping that reflect specific social, political and humanitarian contexts; preparation of Migration framework, enhancement of networking and sharing of good practices and partnership with RCRC Movement and relevant international actors.
The Response-Information Delegate reports to the Head of Country Cluster for North Africa and will work in close collaboration with related teams in MENA Regional Office: the DCPRR team, particularly in terms of Migration and Disaster Management; Communication Team in terms of information, and PMER in terms of planning and reporting. The Response-Information Delegate will be part of the IFRC Global Migration team led by the Migration Unit in Geneva.

Job Purpose

The Response-Information Delegate will ensure a high quality level of information, planning, reporting and professional support to the IFRC Country Cluster in North Africa in order to ensure the efficient management of the 2017 Action Plan for North Africa, thus including regional support on Migration.


Job Duties and Responsibilities

Migration and Disaster Response Capacity Preparedness

Monitor disaster trends events in North Africa and provide relevant updates to Country Cluster and Regional Office.

Support the IFRC Country Cluster in North Africa and related National Societies in the preparation and management of disaster response actions in the event of disaster.

In collaboration with MENA DCPRR provided support to the National Societies in North Africa to update contingency plans and preparedness packs, including capacity building action if required.

In collaboration with Migration Unit and Regional Communication Coordinator, design relevant tools for information management to provide quarterly updates.

Monitor migration trends and event and RCRC action and provide relevant updates to key internal and external stakeholders (Country Cluster North Africa, MENA Regional Office, Migration Unit Geneva, National Societies in MENA, Task Force and Donors).

Support the Head of Country Cluster North Africa on the preparation of terms of reference and set up of MENA Framework and MENA network of experts on Migration, in close collaboration with Migration Unit in Geneva, technical department in MENA Region and active consultation with the MENA members of the Task Force.


Programme Planning

Assist the IFRC Country Cluster in North Arica in compiling institutional donor applications and proposal for internal and external use, when required. This may involve active search of funding opportunities in close collaboration with the Resource Mobilization Department at Regional Office.


Monitoring and Reporting

Support the IFRC Country Cluster in North Africa in the monitoring of on-going projects and emergency response, producing accurate narrative reports.

Ensure quality and effective reporting for institutional donors.


Communication and relationship management

Establish and maintain strong working relationships with IFRC, ICRC and National Societies in regards to the areas of work.

Work with Regional Communication and Resource Mobilisation Coordinators to ensure effective communication internally and externally of National Societies and Country Cluster activities.

Represent the IFRC Country Cluster North Africa at internal and external meetings, as required.

Critères d'éligibilité

  • University degree in relevant area (e.g. International Development, International Relations, Disaster Management, Migration Management, Humanitarian affairs…) - Required
  • Relevant professional training courses (Red Cross/Red Crescent related, Migration humanitarian and development sector, management, security - Preferred
  • IMPACT Course or equivalent Knowledge - Preferred
  • At least 3 years experience of preparing programme documents including proposals, log frames, donor proposals and reports - Required
  • Experience of working in international disaster response or international development - Required
  • Proven experience of working with the Red Cross Red Crescent Movement - Preferred
  • Experience of working in the Middle East and North Africa region - Preferred
  • Previous experience on information management tools - Preferred
  • Knowledge, skills and languages
  • Understanding of information management and communications - Required
  • Sound understanding of personal computers including Microsoft Office software (i.e. Word, Excel, Powerpoint - Required
  • Presentation and report writing skills - Required
  • Ability to use initiative in proactively seeking solutions to problems arising from day to day work - Required

  • Fluent spoken and written English - Required
