The Program
Coffey is implementing the North Africa Technical Assistance Facility (‘The TAF’), for the Foreign and Commonwealth Office (FCO). The TAF is a dynamic, demand-driven framework specific to North Africa delivered in partnership with the UK government, host government counterparts and Coffey. The TAF is designed to deliver technical assistance to Governments, non-governmental organisations (NGO) and multilateral partners in Tunisia, Egypt, Libya, Morocco and Algeria and regionally.
The Position
The Country Lead will be Coffey’s point of contact in Tunisia, working with the British Embassy and other partners to develop projects and manage in-country delivery. S/he will provide assistance with in country logistics to support programme implementation; keep up to date with in-country political, socio-economics developments to inform programming; and actively engage relevant stakeholders to identify relevant opportunities.
Key responsibilities/accountabilities
Under the direct supervision of the Coffey office in the UK, the country lead will be responsible for the following tasks:
- Stakeholder Engagement
- Engage with: the UK Embassy in Tunis and continue to be the TAF’s first point of contact with British Embassy in Tunis; relevant Government stakeholders/decision-makers; and non-government partners such as multilateral agencies and civil society organisations. This engagement will serve to build relationships of trust and mutual expectation, understand stakeholder’s needs, and work with the stakeholder to develop a solution to those needs.
- Liaise with host government as instructed by the British Embassy or Coffey and relay strategic information to the Embassy, keep Embassy informed of host government’s priorities or identify potential areas for support. Facilitate introductions and meetings upon request.
- Provide the Embassy with country-specific contextual understanding and insights when developing strategies, programmes and activities.
- Document, maintain and service a network of contacts (Civil Society Organisations, implementation partners, experts) in the fields of education, economic growth, governance, security and justice that can be drawn on to deliver TA and to provide the necessary context for TAF’s engagement.
- Identify opportunities and represent the TAF team at events.
- Project design, Management and Delivery
- Manage relationships with key stakeholders to ensure TA activity delivery and, in some cases, participate in the delivery of TA activities.
- At activity development stages, ensure relevant information is shared by Post (using the concept note request form) and lead on the development of concept notes, in consultation with Post.
- At proposal development stage, write proposal and terms of reference first draft and offer country-specific and contextual insights, including supporting Assistant Programme Managers (APM) in developing activity budgets.
- Follow-up and update APM on live activity developments and provide Post with activity updates in consultation with Coffey.
- In some cases, provide technical support and contextual knowledge in the delivery of TA activities.
- Use network of contacts to identify consultants and partners for in-country activity. In partnership with APMs, the Country Lead will ensure that the terms of reference and consultant’s understanding of the assignment are in line with the Embassy’s expectations. Draw upon network to introduce consultants to relevant stakeholders and facilitate introductions as requested. Draft consultant’s terms of references. Support Embassy in identifying profiles for activities in consultation with APM.
- Provide relevant information to Coffey’s gender, inclusion and conflict sensitivity partners to ensure those are built into TAF activities in-country.
- Keep a regularly updated pipeline of prospective TAF assignments in Tunisia based on conversations with Embassy and communicate it regularly to APM.
- Use conversations with stakeholders to identify follow on and additional work that the TAF can undertake and communicate such opportunities to the APM and Embassy as deemed appropriate
- Engage with Embassy to outline the country workplan, work closely with APM and British Embassy to develop Tunisia country workplan.
- Liaise with APM to update the country risk matrix and reflect any changes which might have an impact on the TAF.
- Collect data for TAF monitoring purposes on the TAF programme and specific activities as instructed by Coffey.
- Quality Assurance
- Perform the first quality assurance checks on milestone deliverables (reports) and ensure milestones sent to Coffey are proofread and formatted appropriately.
- Ensure that all points listed in the terms of reference are addressed in the deliverable, that the level of analysis is sufficient, and if not flag to APM where further work is needed and ensure that the deliverable meets the Embassy’s expectations. Ensure that the content of stakeholders’ interviews is appropriately reflected in the deliverable.
Operational Support
- Provide Coffey and consultants with logistical support for in-country visits. This includes, but is not limited to: identification of key stakeholders to meet, set up and attendance of meetings, translation, follow up, transportation and letters of introduction.
- Provide support in activity-related logistics (i.e. workshop organisation and coordination).
Reporting, Communication and Knowledge Sharing
- Liaise directly with the Embassy on existing and potential activities and provide updates, under APM’s supervision. Communicate with consultants and implementation partners when required.
- Send Coffey fortnightly updates aligned with provided template.
- Write country activities case studies to include in Coffey’s newsletter
- Record and communicate to Coffey any country-specific or activity-specific lessons learned which would benefit future work in the country.
- Monitor country’s news and recent developments, where relevant, using the risk matrix and update APMs.
- Initiate conversations with other regional country leads about their country’s activities and inform Coffey of potential leverages across jurisdictions.
