Context:

The National Democratic Institute for International Affairs (NDI) is seeking candidates for the position of a Parliamentary Strengthening Program Officer/Political Affairs Officer for a duration of one year starting in September 2019. Position is based in Tunis. NDI programs aim at supporting democratic institutions and actors (Parliament, Political Parties, Civil Society) in strengthening their institutional capacities and establishing good practices that can prepare parties and people’s elected representatives to deliver concrete improvements to citizen’s daily lives, based on the latter’s expressed priorities, with a special focus on economic issues. Besides providing institutional support, NDI gathers through its work institutional knowledge about its partners and their environment, and continuously builds on this knowledge to improve its programs.

The position of the Parliamentary Strengthening Program Officer/Political Affairs Officer has two main purposes. The first one is related to the achievements of the Parliament program: in close relation with the program director, the program officer plans and organizes program activities, in coordination with the Parliament team. In that role, the PPAO takes initiatives to propose activities, designs concept notes on demand and/or when needed, supervises and contributes to the implementation of an activity on the ground.

Besides that, the PPAO acts as a political affairs officer, with the responsibility of building and consolidating the institutional knowledge NDI has on political parties, parliament and other political actors, developing political analyses, contributing to the political network, collecting information and contributing to NDI’s visibility with the political actors.

More specifically, the program officer/political affairs officer’s responsibilities are:

Parliament program

  • Maintains and develops relationships with MPs, parliamentary groups and ARP institutions
  • In close relation with the program director and in coordination with the team, designs and organizes major events under this program (trainings, consultations,…)
  • On request, develops specific activities within the program
  • In partnership with the team, the M&E Officer and the program director, the PPAO contributes to project reporting, including monthly reports, political updates, success stories and post for NDI’s Facebook page and other outlets, and data collection, collation and analysis
  • Assists in the redaction of new program proposals
  • Participates in strategic discussions and work planning
  • Pays specific attention to potential linkages between the parliamentary and the political parties program, in relation to legislation, representation, oversight, communication, political messaging, platform development and other potential linkages

Political Affairs

  • Maintains and develops relations with political parties and other political actors
  • Builds and coordinates institutional knowledge on political parties and parliament, developing relevant databases and updating a mapping of political actors, as well as think tanks, academia, media,…
  • In coordination with other team members, gathers and structures political information and provides political analyses and notes, on self-initiative and/or on request
  • Pays specific attention to potential linkages between the parliamentary and the political parties program, in relation to legislation, representation, oversight,  communication, political messaging, platform development and other potential linkages.

Critères d'éligibilité

  • Bachelor’s degree in a relevant field; Master's degree an asset;
  • Minimum four years of experience in program implementation. Experience in policy may be taken into account as well if relevant regarding the program objectives, with demonstrable organizational skills;
  • Demonstrate a deep knowledge of the Tunisian parliamentary and political context, as well as experience working with politicians and or political entities and actors, without being partisan. Knowledge of the regional political context desirable;
  • Demonstrate organisational skills;
  • Experience in training and workshop facilitation and moderation is an asset.
  • Ability to produce high quality reports in English.
  • Work autonomously and within a team;
  • Economic background a plus;
  • Not a member nor a supporter of a political group, and has the capacity to work within a multiparty setting;
  • Excellent oral and written communication skills;
  • Fluency in oral and written French, English and Arabic;
  • Excellent knowledge of Microsoft Windows and Office as well as Google applications;
  • Ability to travel extensively within Tunisia and flexibility in terms of unusual working hours (weekends + holidays)
