Context:

The National Democratic Institute for International Affairs (NDI) is seeking candidates for the position of a Parliamentary Strengthening Senior Program Assistant/Constituency Offices (SPACO) for a duration of one year, renewable, starting in September 2019. Position is based in Tunis. NDI Parliamentary Strengthening program aims at supporting the People’s Representatives Assembly as well as parliamentary groups and individual MPs in strengthening their institutional and technical capacities and establishing good practices that can help them deliver concrete improvements to citizen’s daily lives. A particular focus is put on youth and women. NDI also supports the work of these actors with the citizens in the regions as well as the work of parliamentary journalists, to help make the work of the ARP more accessible to the public. Besides providing institutional support, NDI gathers through its work institutional knowledge about its partners and their environment, and continuously builds on this knowledge to improve its programs.

With the upcoming legislature and MPs, NDI plans to establish six decentralized multi partisan constituency liaison offices to help MPs connect with their citizens. The position of the Parliamentary Strengthening Senior Program Assistant/Decentralization will be instrumental in implementing this part of our parliamentary support program. In close coordination with the program director and program officer, the SPACO will help in identifying and establishing the locations, selecting the regional staff, providing input to ensure the operations work and overseeing the general implementation and functioning of the offices.

More specifically, under close supervision from the program director and in coordination with the program officer and the team, the SPACO:

  • Manages general operations of the Constituency Offices implementation
  • Provides technical, administrative and logistical support to this part of the program, in particular in identifying and establishing Office locations, recruiting regional staff, overseeing the general implementation and functioning of the Offices
  • Helps in designing and organizing major events under the project (trainings, surveys, outreach activities, media events, etc);
  • In partnership with the M&E officer, contributes to project reporting, including monthly reports, political updates, success stories and post for NDI’s Facebook page and other outlets, and data collection, collation and analysis ;
  • Participate in all other tasks that can contribute to the realization and success of the program, and conducts research to support program implementation ;
  • Train and supervise interns on tasks;
  • Participate in strategic discussions and work planning; Identifies the locations of the constituency offices, in relation with the parliamentary groups and

Critères d'éligibilité

  • Bachelor’s degree in a relevant field; Master’s degree an asset;
  • At least three years of relevant experience in program administration, logistical and financial support and previous experience in project management a plus;
  • Familiarity and a good understanding of the regional and national political landscape; Excellent analytical skills are mandatory for this position;
  • Good understanding of the parliamentary roles and of the decentralization in Tunisia;
  • Professional and civil society and media networks in the regions a plus;
  • Excellent and demonstrated organizational skills;
  • Experience in training is an asset;
  • Work autonomously and within a team;
  • Excellent oral and written communication skills;
  • Fluency in oral and written French, English and Arabic; Ability to produce high quality reports in English;
  • Not a member nor a supporter of a political group, and has the capacity to work within a multiparty setting;
  • Excellent knowledge of Microsoft Windows and Office as well as Google applications;
  • Ability to travel extensively within Tunisia and flexibility in terms of unusual working hours (weekends + holidays)
