  1. Organizational Context

In response to its enhanced mandates to provide technical assistance related to combating terrorism, organized crime, corruption and drugs, UNODC continues to deliver technical assistance to requesting States.

This position is located at the UNODC Regional Office for Middle East and North Africa (ROMENA), at its Programme Office in Tunis, Tunisia.

The Head of Office located in UNODC Programme Office in Tunisia will be the first reporting officer and technical advice and support will be sought from the relevant units in UNODC Regional Office in Cairo.

III. Purpose of the assignment

The Administrative Officer works in close collaboration with the Head of Office, Training Officer, and Associate Research Officer, and will support the implementation of the UNODC different projects in Tunisia.

The Administrative Officer  is expected to exercise full compliance with UNODC rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

This will include the below tasks:

Administration and logistics:

  • Coordinate the administrative and logistical implementation of the project strategies and activities across the MENA region;
  • Control and administer all project documents and maintain updated records for the different project deliverables and revisions;
    • Support the preparation of travel requests and expense reports for meetings’ participants.

 

Budget and finance:

  • Develop cost estimates and budget revisions for project activities for the timely and realistic achievement of the project objectives;
  • Monitor expenditures per funding agreement and recommend reallocation of funds as necessary;
    • Create and follow-up the issuance of payment requests for services and goods procured and costs incurred for the purposes of the project;
    • Monitor the liquidation of project commitments upon completion and the release of committed funds;
    • Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds;
  • Monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
  • Monitor integrity of various financial databases and verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued;
    • Draft or prepare correspondence to respond to enquiries in respect to relevant financial and budget matters and assist in preparation of periodical reports: budget performance reports, cash flow, contributions, etc.

 

Procurement:
• Organize and oversee the procurement of goods and services pertaining to project activities across the MENA region and ensure adherence to UN procurement regulations and financial rules;
• Coordinate the development of annual procurement plans for all project activities across the MENA region.

Staffing:
• Update online staffing tables and follow up on staff payments;
• Supervise the daily work of project assistants and project associates under the projects and provide operational guidance;
• Carry out any other tasks as required.

Has knowledge of policies and best practices related to crime prevention and terrorism prevention efforts at national, regional and international levels. Has knowledge of policies and practices in the mandates of the United Nations Office on Drugs and Crime. Has very good research and analytical skills. Is able to identify issues, analyze and participate in the resolution of issues/problems.   1. Recruitment Qualifications

Education:

  • Advanced university degree (Master’s degree or equivalent) in international relations, social sciences, Public or Business administration, finance studies or any other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • 5 years of progressively responsible experience are required in in the administration and financial management of projects is required.
  • Work experience with the United Nations system or similar international organization using ERP systems is required.
  • Experience in monitoring and reporting of large-scale EU funded projects would be a strong advantage.

Other desirable skills:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages; experience in handling web-based management systems is required.

Language Requirements:

Fluency in French, English and Arabic (oral and written) is required. Knowledge of other UN official language is an advantage
