Position: National Operations Officer

The Carter Center, a non-profit non-governmental organization, is seeking an experienced and highly qualified National Operations Officer to join its election observation mission for the Dec. 17 elections.
This position is open to Tunisian nationals only.
The National Operations Officer will be primarily responsible for supporting the Carter Center (TCC) Field Office senior management in ensuring smooth day-to-day operations. In close coordination with the Security and Operations Manager and Election Observation Mission Director, the incumbent will have the following duties and responsibilities:
Qualifications:
Qualified candidates must have completed secondary education. Additional courses or training in business administration, material management, logistics management, economic sciences or related field, or equivalent educational degree in mentioned fields is an asset. Relevant experience in purchasing, contracting, sales, logistics or project support is desirable. Successful candidate should have English and Arabic professional language capacity and the ability to act as an interpreter. Proficiency in French language is desirable. Strong English writing skills is preferred. In addition, the candidate should have:
o Flexibility, attention to details and problem-solving skills.
o Ability and willingness to work as a member of a team.
o Demonstrated professional organizational skills and track record of independent work o The ability to work with technology and have basic software proficiency. o Hold a Tunisian driving license.
o Demonstrated ability to work with people of different cultural and religious backgrounds

The Carter Center in Tunisia: Following its international election observation of 2011, The Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and observe the legislative and presidential elections of 2014. The Center remains in Tunisia to monitor the process of harmonizing existing domestic legislation and new legislation with the ideals of the 2014 constitution. Since then, the Center has continued to work with Civil Society Organizations on capacity building issues. In 2018, the Center held focus groups in partnership with CSOs. The Center also strengthened the capacity and shared best practices with CSOs preparing to observe the municipal elections. In 2019 the Carter Center fielded an international observation mission to observe Tunisia’s early presidential and legislative elections. The Center deployed an expert mission to observe the July 25 referendum and will deploy a full observation mission for the Dec. 17 elections and a possible second round.
